Statute of Hrvatska Demokratska Stranka - (HDS) (Eng. Croatian Democratic Party)

I. General

Article 1

Croatian Democratic Party (abbreviated HDS) is a political party active in the Croatia.
The party headquarters is in Zagreb, Central Croatia. HDS has its own logo and seal. Logo is made up of inscription HDS with stylized Croatian emblem in the background. The seal is identical to the logo.

Article 2

Party may, if necessary, establish a subsidiary in another region of Croatia, or outside the country with a decision of the General Assembly passed by a two-thirds majority vote.

Article 3

Program and objectives of HDS are described in the Program of the HDS, which is issued and amended by decision of the General Assembly, passed by a two-thirds majority vote.

Article 4

HDS operates in accordance with the Constitution and Laws of Croatia. Political objectives are achieved peacefully and in a non-violent way, promoting solidarity, tolerance and fight for social and labor rights; while combating extremism. In order to promote itself to the public, the party issued its paper. Chairman of the party is the editor in chief of newspapers.

II. Membership

Article 5=

Right to membership in the HDS have all citizens of Croatia, who are not members of another political party and who agree with the Program and the Statute of the HDS. Request for membership, which is considered to be received in the act of entering the party in Erepublik, will be automatically accepted, unless you meet the conditions set out in Article 6 Statute. There is no financial remuneration for membership in the party.

Article 6

President of the party may refuse to accept any of membership application, if it has a justifiable reason. The HDS will not accept person whose previous life and work will act contrary to the Program and Statute of the party or if applicants actual membership violates the reputation of the party.

Article 7

Honorary membership of the HDS may be appointed by a majority decision of the General Assembly for prominent people, with their consent, who do not wish to engage in party work, but they meet the conditions for receipt into membership. Honorary member can give advice, opinions, make suggestions and participate in the work of the body, but can not vote or be elected or to vote for decisions.

Article 8

Any member of the Party that violates Party Statute or Party Program or causes division within the Party, will receive a disciplinary action, from the President of the Party, in form of a Warning, Final Warning before expulsion and then Expulsion form the Party

Article 9

If the President of the Party violates Statute and/or Program of the Party, encourages division within the Party, or does not respect the decisions taken by the bodies of the Party, the General Assembly expresses, on the proposal of at least 10 members of the party and the decision taken by majority vote, the sentence being termination of the mandate of the President with the possible additional provision inability to run on Party President, parliamentary and presidential elections in a certain period.

III. Departments of the Party

Article 10

The party consists of: the Party President, Party Secretary, Chairman of the club representatives, the General Assembly and the Professional Council. Rights, duties, and the possibility of delegation of these are laid down in the Constitution.

Meeting Sessions and Voting

Article 11

Meeting sessions of all the Party departments are held on the official forum of the party, at the address http://ehds.forumotion.com/. Emergency sessions can be held as needed and by an appointment, as long as the conclusions of such meetings are announced on the official forum in the shortest possible time.

Article 12

Every department of the party has its own section on a party forum to carry out its discussions. If there is no consensus, voting on any proposal is carried out in a separate Forum thread, which is locked after the expiration of 1 day (for the professional councils), or 2 days (for the General Assembly), and counting of the votes is performed.
Proposal is accepted if it receives more than half of the votes, of the total number of members who voted, unless stated otherwise. At the sessions of the General Assembly, the proposal is accepted if it more than half of voters have voted for it, or more than two-thirds of the total number of members have voted. Otherwise, the proposal is rejected.

Party President

Article 13

President of the party carries out the party program and the decisions of the General Assembly, takes care of the financial operations of the party, represents by the party and its interests in the public, acts as its spokesperson and represents the unity of the Party.
The President may, only in emergencies, to make a decision without a vote in the General Assembly. About such a decision President must notify at least one other party member (preferably a secretary) and submit it to the General Assembly for verification at the earliest opportunity. President of the Party may delegate his authority only to the Party Secretary.
President of the party can not assume the position and duties of the President of the country. President of the party can not be an active member of the armed forces of Croatia, with the exception of the defense units of character that does not leave the Croatian border.

Article 14

President of the Party is elected on the countries Party Election Day from the available Candidates. The candidate with the most votes becomes the new Party President.
The mandate of the President of the party lasts for 1 month. The mandate of the President of the party is renewable an unlimited number of times, regardless of whether mandates follow one after the other or not.
Candidates for President of the party shall present its candidacy to the party forum, in the thread which for this purpose will be opened by the Secretary of the party, at least 2 days before the election.
