- Reasons for no budget assignment for the Ministry of Education are as follows:
After the splitting of the Ministry into the smaller mini-departments and failure to implement the projects that received the money in the previous budget, there is plenty of money left and it should be enough to maintain the Ministry for this term.
- Reasons for not assigning funds to the Foreign Legion are much more deep. Congressmen were dissatisfied with the efficiency of the work in this military unit, which by the way is under the president's MoredanKantose control. Average cost of a damage unit inflicted by a soldier in the regular army is 0.033 RUB, whereas in the Russian Foreign Legion this cost is at 0.054.
