The Scottish Clan Council was an independently ran regional council for Scotland. It's duties were to ensure that all Scottish Citizens are helped when they first join the game, as well as running schemes to keep them active. The SCC was a voluntary-based system, where none of the Councillors were rewarded for their work, and had no power in the eUK Government.

Council Structure

Council Chairman

The Chairman (CCC) made sure other councilors do their jobs, and made sure that everyone are organised. The chairman was expected to keep order within the SCC forum and debates. The Chairman had to be very active. Another duty of the chairman was to start the voting on the debated policies and ideas. Never should be that the congressman is at the same time the CCC.

Councilor of Finance

The CoF was expected to maintain the region's finances, and distribute the budget where required. The CoF watched at any possible way to acquire funds for the region. Any purchases were made by the CoF, and he had the power to override any purchases proposed by other Councilors. The CoF had to be trustworthy, and had to know what he was doing. Experience would help.

Councilor of Scottish Affairs

The CoSA was in charge of starting and running any activity schemes of the SCC. The CoSA had to work closely with the CoF to ensure services are properly funded. The CoSA worked with the CoM to publish the articles.

Councilor of Media

The CoM was responsible for writing news and recruitment articles for the SCC. The CoM worked closely with the Councilor of Recruitment, and published articles to try and get citizens to come to Scotland. The CoM was supposed to be talented at writing articles, and also active.

Councilor of Recruitment

The CoR was a staple member of SCC, and was tasked with bringing people to Scotland. The CoR was expected to help new players, and also to advertise the Scotland Regional forums. The CoR worked with the CoM to ensure articles were published. The CoR could hand out moving tickets to help new players to get in Scotland. The CoR had to be friendly and active.

Voting and Elections

Schemes and Ideas

This is the explanation of the voting process as it was:

Debate

If you have an idea for a policy the first thing to do is to make a [DEBATE] thread. This is where everyone in the SCC can discuss and give their view on the idea. A debate can last as long as it needs to. Until most of the SCC has said what they think or until the discussion has run out of steam.

Trial run

A small trial run can be requested by SCC members during a debate to see if the idea can work. A small trial can be used to show the SCC that the idea does works and is worth the gold/time. It can swing the debate/vote. Gold from the SCC should not be used for a trial.

Voting

After a debate the Chairman will put an idea to a vote. This is a 48 hour public vote in which any Scottish Citizen is allowed to vote once they have access to the SCC Forums. Voting is a simple Yes, No, Abstain via posting rather than poll method, where there must be a 2 vote margin on either Yes or No for the vote to pass. E.g. Y:2 and N:1 won't be accepted but Y3 and N:1 would be.

Chairman Elections

Voting took place on the 1st of every month, and lasted for 48 hours. As soon as Congress elections were over, people could nominate themselves for the position, as long as they were not congress members. On the 1st of the next month, the current Chairman would create the vote topic, where everyone could vote for their favorite candidate or abstain.

If a Chairman resigned, then whoever came second in the election would take over from the position. If they could not take over then whoever is 3rd shall, etc. If there was nobody to take over, a new election would be held immediately. Note that this only made them Temporary Chairman, but they could also be impeached if the Council did not agree on them taking over.

If the current Chairman was to be impeached, then a Councilor must propose a vote, and have 2 supporters (who must also be Councilors). If the support was gathered then the Chairman had to propose a 48 hour vote where people can decide on this. Again, if they were impeached then whoever was 2nd may take over from the position, or a re-election could take place.

Councillor Appointments

The current counciler would appoint his successor. If the counciler left his position without appointing someone then the current Chairman created a topic where people may express interest for the position. The Chairman or the previous Councilor could then choose who they wish to take over the position.
