ESS - full name- Ente Statale per le Sovvenzioni (translatable as National Department for Subsidies), which is a national organization created by the Congress whose internal management is delegated by an administrator. The goal of the agency is to provide loans for gyms or for companies.

The agency was created by ilKaiser, who wrote, with the help of Yamisuke and caleroide, the law establishing and subsequently the first charter.

Congress revoked ilKaiser and appointed benvenuti in california as new ESS manager.

After about a month, due to the resignation of the latter, the government Atlius II revisited ilKaiser as a manager, alongside HeRmEs 82 and Reynas as assistants, Congress approved and so ilKaiser ended up to rewrite the actual charter.
