 A capital is the area of a country, province, region, or state, regarded as enjoying primary status; it is almost always the city which physically encompasses the offices and meeting places of the seat of government and fixed by law, but there are a number of exceptions. 


In the New World, the capital - Icon-capital.gif - of a country is defined as the primary (main) region of a country, and usually also contains the highest population from that country. When a region from a country is occupied, all the citizens that lived in that region and are members of Congress, country President or Party president and during election days the candidates for country presidency (5th of the month), party presidency (15th of the month) and congress candidates (25th of the month) are automatically moved to the (new) capital of their country (they retreat from the occupied region).
