Charlie Phoenician was the orphaned son of Leiwahara and Arjay Phoenician.

Charlie knows only the general circumstances concerning his birth. He knows his mother was Leiwahara, a beautiful young lady from South Korea, who was married to that country's former president, Arjay Phoenician, but she died giving birth to him, and Arjay gave him up for adoption. He was raised in a Dioist monastery in New Zealand. Upon maturity, he researched his family tree and discovered not only did his father love his mother very much and was very saddened by her death, but that he had created a name for himself of mixed repute, on one hand very generous and engaging and drawing people to him from around the world, but on the other hand he was often loud and blunt in his criticism of the powers that be. Arjay was always on some crusade, trying to save the world, and that left him no time to be a father. Before he left to try to save Bolivia from the Argentine PTO group, the Pindonga Nacionalista, he left Charlie at the steps of the monastery in Christchurch, Canterbury, NZ, with a note:
Dear Dio,
I was born poor, I lived poor, and I will die poor, but I lived a wonderful life and prospered with love. Please see that my son does better.

Charlie grew up in the Dioist tradition, reading the past articles of his notorious father, filling himself with Arjay's spirit, but becoming determined to not live as his father did. He travelled to Lake Titicaca in the Argentine-controlled Bolivian Altiplano, walked on the sands his father walked and visited his grave, and with a sigh, he returned to his native New Zealand, alone, but resolute.

The e-world has changed since Arjay and Leiwahara were alive; superalliances had shifted, the whole map had changed, new empires had risen where the old ones had fallen, and New Zealand was at war with Chile and Argentina. Charlie muddled through his early days, fighting every chance he got, working his way through the infant levels rather quickly, networking with some of his father's old friends, trying to figure out the politics of the era.
