History
The Congressional Budget Office was created early on during the presidency of scrabman. scrab wanted to return the power of the purse to the American Congress, who had before that simply donated the income generated by taxes to an organization controlled by whoever was the United States president at the time. However, scrabman believed his predecessor, Uncle Sam, had misused funds entrusted to him by Congress, and wished to give Congress more power.
Since the CBO's creation, OneEye has been it's operator, distributing funds to wherever Congress votes that the money goes.
