Country donations

A Congress member can propose a law to give money to an organization from the country accounts.
On the Donate page in country administration the Member of Congress has the next form:
- input organization name;
- input amount (maximum amount of 400.000 currency);
- input debate link.
When the law is proposed, the currency is removed from the country account.
If the organization does not exist, the Member of Congress will see the following message: "The Organization that you are trying to donate money does not exist."
If the law is voted and accepted than the organization will receive the proposed amount of money (and an alert). If the law is rejected, the currency is added back to the country accounts.
