The Philippines started as a small community in February which had grew to 300 in the end of the month. The population later increased and doubled in March. By April, it soared to 1300. The effect of the population boom in April may be contributed by the Secta Guru Varnish political take-over attempt. By May, after the Secta Guru Varnish members left the country, the population of the country dropped to 850. It continued in June, having 280 citizens, which had mark the lowest population number in the entire history of the country. However, the population gradually increased in July. It had continued in September, and October. But, middle in November, the population number dropped to 480. Due to this the Philippines had launch a baby boom program, in order to increase the population and in order to beat the national goal set by romansoldier after his electoral victory last December 5, 2009. The program was effective as the population grew to 570 in the last week of December.

During the administration of Al Raposas on the Department of Education, which began on November 6, 2012, he took the initiative to create a recruiting program that would involve social media sites. However, the government did not patronize this program, which ended on November 26, 2012. The program resulted an increase of 4.99% in the population from November to December. Then the numbers declined again.

Al Raposas, as Minister of Defense, took the initiative to celebrate the fourth year of the Philippines in the New World by launching an E-Palarong Pambansa (EPP) to attract more citizens to the country. On February 7, 2013, the population stood at 349. At the end of EPP on February 14, the population increased to 382 (a 9.46% increase). A week after EPP, population further grew to 393 (a 2.88% increase), which so proves the success of EPP to mitigate the population decrease.
