Let's say a country can elect 40 Congress members. That means a party needs to get at least 100 / 40 = 2.5% of the total votes in order to elect at least 1 Congress member. If the division of the party's percentage by 2.5% returns a decimal number, the integer part only is considered. To be precise:
*Party D with 16.71% : 16.71 / 2.5 = 6.684, which means 6 congressmen
+
*Party A with 26.74% : 26.74 / 2.5 = 10.696, which means 10 Congress members
*Party E with 16.71% : 16.71 / 2.5 = 6.684, which means 6 congressmen
+
*Party B with 22.28% : 22.28 / 2.5 = 8.912, which means 8 Congress members
But 10 + 8 + 7 + 6 + 6 = 37 congressmen out of the 40, so that means there are 3 congress seats left. Those 3 seats are given to the parties which are closer to the next integer, in this case party B, A and D respectively.<br>In case of ties, such as with the parties D and E, the party that is selected to receive the additional congress seat is the party with the most members.

But 10 + 8 + 7 + 6 + 6 equals to 37 Congress members. That means that there are 3 Congress seats left to reach 40 seats. ''Note'': The numbers of the above example would occur only if all parties have enough candidates to fill in all 40 seats. It could happen that there are fewer than 40 candidates in the elections, let's say that there are only 35 candidates from the parties mentioned above. The remaining 5 seats are going to stay unfilled in that situation. To rephrase that, if party A has 8 candidates, and receives 11 seats, 3 of them will remain empty.

Number of Congress seats in a country

The total number of Congress members represented in a country will be a minimum of 10 and a maximum of 100, depending on the number of free regions in a country, however, if a country has no regions under its control, Congress elections won't be held and that country won't have any new Congress members elected.

The normal number of Congress members is set to be 40. The full division of Congress seats depending on the number of regions can be seen in this table:

The region count

The number of potential congress seats is locked on the 23rd at 02:00 eRep time and it remains locked until the 27th at 00:00 eRep time, which means that the number of potential seats will remain locked by the number of regions country owned on the 23rd at 02:00, regardless if the regions change their ownership in the "locked" period.

The elections are held if the country controls at least one region. If the country has no regions under its control, no elections are held.

Distribution of Congress seats

The number of the elected Congress members of each party is announced after the election review has ended, that is on the 27th of each month. The following example shows how Congress seats are distributed:

Let's say a country can elect 40 Congress members. That means a party needs to get at least 100 / 40 = 2.5% of the total votes in order to elect at least 1 Congress member. If the division of the party's percentage by 2.5% returns a decimal number, the integer part only is considered. To be precise:

  • Party A with 26.74% : 26.74 / 2.5 = 10.696, which means 10 Congress members
  • Party B with 22.28% : 22.28 / 2.5 = 8.912, which means 8 Congress members
  • Party C with 17.55% : 17.55 / 2.5 = 7.02, which means 7 Congress members
  • Party D with 16.71% : 16.71 / 2.5 = 6.684, which means 6 Congress members
  • Party E with 16.71% : 16.71 / 2.5 = 6.684, which means 6 Congress members

But 10 + 8 + 7 + 6 + 6 equals to 37 Congress members. That means that there are 3 Congress seats left to reach 40 seats. Those 3 seats are given to the parties which are closer to the next integer, in the case above, parties B, A and D respectively.
In case of ties, such as with the parties D and E, the additional Congress seat goes to the party with the most members.

Note: The numbers of the above example would occur only if all parties have enough candidates to fill in all 40 seats.
