Hekter (Born 12th, May, 2009), is a citizen of the Philippines, serving for 4 and a half official terms as President and 7 in Congress thus far.

He also played a large role in the creation of Sol, and was a part of its dismantlement. Upon returning after a 5-Month retirement, he provided a primary spark for PACMAN. After the dissolution of PACMAN, he went on to form Luna. He has since returned to the United States and is serving as General of the Army.

Sol

Introduced to the alliance by his position as Director of Foreign Affairs, Hekter immediately began working within the newly-formed alliance, eventually centering his entire efforts around it. On October 10th, 2009, Hekter officially became Sol Chairman. He served for 20 days, eventually resigning over the West Australian Liberation. During his brief tenure 22 resolutions were processed--one of the busiest periods in Sol--including O0002, which repealed O0001--the resolution that lead to Japan withdrawing--as well as 7 charter amendments. Later as a Vizier, he proposed the expulsion of Pakistan and the impeachment of Chairman Neurath.

On January 10, 2010, Hekter officially became the Vice Chairman of Sol due to Resolution C0006[1]. He was later impeached by the Security Council for not giving the official Sol HQ org to then-Chairman Neurath, as the Philippines did not recognize Neurath as the legitimate Chairman of Sol[2].

Throughout both of his Presidencies and under Jootli as Director of Home Affairs, Hekter supported and emphasized eRep Communism and government-controlled markets. Overall this seemed to have minimal effect, and fell apart in V2 due to the increased RM numbers needed for production--donating from around the world became far, far too time-consuming. However it should be noted that government food still managed to supply a vast majority of the market.

Luna

After the failure of PACMAN the idea for another alliance in the world was shelved until the Philippines was attacked by Colombia, which lead to multiple small nations from around the world coming in to help. After the war, the idea was floated to band those nations together but without the top-heavy organizations of previous alliances (a la Sol and Order of the Nations of eRepublik) and Luna was eventually born. Hekter lead the creation process and served as its first Secretary General, setting up precedent for the position.

Unfortunately, activity was very low, and Luna pulled in several different directions at once, leading Hekter to burn out and resign, inadvertently dragging the existence of the alliance down with it. No other Secretary General was ever elected, and Luna dissolved.

3rd and 4th Presidencies

Hekter ran for his 3rd official term in December of 2010, against another PTO force, this time from Indonesia, winning 70% to 30%. This term revolved mostly around developing PACMAN and cooperating with Indonesia on issues of land.

Return to the US

After his 4th official term as President in the Philippines, Hekter returned to the United States for the first time in two years to rejoin friends and find a new nation to help. He quickly rose up the ranks in the US Army and after a mere 20 days was promoted to Lieutenant General, and moved quickly to enact new reforms and improve efficiency and activity.
