Hekter (Born 12th, May, 2009), was a citizen of the Philippines, serving for 4 and a half official terms as President and 16 in Congress.
He played a large role in the creation of Sol, and was a part of its dismantlement. Upon returning after a 5-Month retirement, he provided a primary spark for PACMAN. After the dissolution of PACMAN, he went on to form Luna.
Lastly, he went to the United States and served as the General of the Army.
International Affairs
Hekter first served in the US State Department as ambassador to Italy, actually bringing the two countries within inches of a peace declaration after only two weeks of being appointed, but the liberation of Central Greece, which Italy did not support, soured those plans. He eventually resigned due to the language barrier, and was re-appointed to the Philippines (where he originally requested appointment) and began to become attached to the nation, being drawn to the overall peacefulness of a smaller community compared to the thronging masses of the US population. Eventually he moved there and took up the position as Director of Foreign Affairs, attempting to steer the ambassador program to fruitfulness and represent Filipinos as best as possible on the world stage. With the failure to enact an active ambassador program, due to the low active population and crisis of Typhoon Ondoy, Hekter focused on building Sol, eventually penning a massive reform and development, and becoming Chairman.
Sol
Introduced to the alliance by his position as Director of Foreign Affairs, Hekter immediately began working within the newly-formed alliance, eventually centering his entire efforts around it. On October 10th, 2009, Hekter officially became Sol Chairman. He served for 20 days, eventually resigning over the West Australian Liberation. During his brief tenure 22 resolutions and 7 charter amendments were processed which was one of the busiest periods in Sol. One of the resolutions was O0002, which repealed O0001 the resolution that lead to Japan withdrawing from Sol. Later as a Vizier, he proposed the expulsion of Pakistan and the impeachment of the Chairman Neurath.
On January 10, 2010, Hekter officially became the Vice Chairman of Sol due to Resolution C0006[1]. He was later impeached by the Security Council for not giving the official Sol HQ org to then-Chairman Neurath, as the Philippines did not recognize Neurath as the legitimate Chairman of Sol[2].
First 2 Presidencies
Hekter first ran for President in December 2009 against romansoldier, losing 60%-36%. Disheartened by the loss and battling computer issues, he went inactive for two weeks, coming back on the 22nd to see that romansoldier had run into 'Real Life' issues and could no longer serve, thus being impeached. On the 23rd, Hekter became President, running for re-election on the 5th against Keegan Knoll and winning 60%-40%. His Presidency was marked by an increase in the presence of the Department of Home Affairs, more active Foreign Affairs, and daily-published updates of world and domestic issues.
Hekter ran a second time in April against Serbian PTO forces, winning 73%-23%, and worked to rebuild the Philippines after Indonesian and then [friendly] United States occupation. However, the term was less-than-stellar due to a RL scooter accident that made using the computer difficult.
Throughout both of his Presidencies and under Jootli as Director of Home Affairs, Hekter supported and emphasized eRep Communism and government-controlled markets. Overall this seemed to have minimal effect, and fell apart in V2 due to the increased RM numbers needed for production--donating from around the world became far, far too time-consuming. However it should be noted that government food still managed to supply a vast majority of the market.
PACMAN
The idea for PACMAN derived out of the proposal of the 'Nation of SEA', which grew out of the Philippine 'War' on Singapore. Its overall goal was to unite Malaysia, Philippines and Singapore into one super-nation, however it fell apart due to the Admins changing the economy module at the prime time for creating SEA, putting immense pressure on the region, as well as damaged relations due to less-informed players not being aware of the lulzy nature of the war. Instead of uniting them in every way, PACMAN was a way to unite the militaries under a hopefully effective banner, bring the countries closer together, and get away with yelling "wakka wakka wakka" over and over again. Eventually, due to Malaysia going to war with Singapore, and unequal military funding structure, PACMAN was dissolved.
While it was active, however, the Pacmen were the united military forces of both the Philippines and Malaysia, which actually achieved stellar cooperation between citizens.
Luna
After the failure of PACMAN the idea for another alliance in the world was shelved until the Philippines was attacked by Colombia, which lead to multiple small nations from around the world coming in to help. After the war, the idea was floated to band those nations together but without the top-heavy organizations of previous alliances (a la Sol and ONE) and Luna was eventually born. Hekter lead the creation process and served as its first Secretary General, setting up precedent for the position.
Unfortunately, activity was very low, and Luna pulled in several different directions at once, leading Hekter to burn out and resign, inadvertently dragging the existence of the alliance down with it. No other Secretary General was ever elected, and Luna dissolved.
3rd and 4th Presidencies
Hekter ran for his 3rd official term in December of 2010, against another PTO force, this time from Indonesia, winning 70% to 30%. This term revolved mostly around developing PACMAN and cooperating with Indonesia on issues of land.
In-between, Hekter served as the Shadow President for Myung Kei after he was automatically re-elected in May of 2011, but could not serve in full capacity. Thusly, he ran the cabinet, and kept things afloat. No major policies were enacted during this term.
After resting for a few months, Hekter returned back to the game to find Philippines completely occupied by Taiwan, and thus ran for a 4th term to fix up the mess. In October of 2011 Hekter served a 4th and final term in the Philippines, ending the Taiwanese occupation and returning the Philippines to holding all 4 original regions. Aside from the large amount of landswaps and training wars, this term was relatively quiet on the policy front, with the only major change being the establishment of the Philippine United Military Agency to band together the disparate militias that had cropped up in the downfall of the Armed Forces of the Philippines.
Return to the US
After his 4th official term as President in the Philippines, Hekter returned to the United States for the first time in two years to rejoin friends and find a new nation to help. He quickly rose up the ranks in the US Army and after a mere 20 days was promoted to Lieutenant General, and moved quickly to enact new reforms and improve efficiency and activity.
