Accessible from Main menu - My places - Country administration

If there is no law waiting to be voted, the President can propose a message (and Congress members must agree on it) which will be received by each newborn citizen in a country (if they are born in a conquered region, they'll get the message of the country of the citizenship he owns). It will be received after a successful registration in the Inbox messages of the new citizens. The current message will appear in the form field.

Note: This message cannot be longer than 1500 characters.
