If there is no law waiting to be voted, the President can propose a message (and Congress members must agree on it) which will be received by each newborn citizen in a country (if they are born in a conquered region, they'll get the message of the country of the citizenship he owns). It will be received after a successful registration in the Inbox messages of the new citizens.
To view the current message, the President can view in the form field. Every other citizen (including Congress members) can view it only by reading the latest passed law of that New citizen message.
Limitations:
- Max 1500 characters
- BBCode supported
