Fortress Strategy is a strategic strategy where a country moves most of their citizens into a couple of regions and leave the remaining regions without a hospital or defense system. This allows a country under assault to retreat or lose regions with minimal impact to the country employing the strategy, and give a defensive advantage by being able to pick and choose battles. This also forces and invading country to spend more on tanking and battle costs as a concentrated population makes it much more difficult for an invader.

Examples

The USA is a country which employs a fortress strategy, and was the first to widely publicize the strategy. It was not the first to use it, as countries such as France had it in place prior. With 51 natural regions, the USA forces invaders to spend gold to attack regions which it can discard with little to no economic or social impact. The USA has 3 fortress regions: California, Florida, and Karnataka.
