Raulov was a citizen of Spain. He died sometime in late 2008, but his death was discovered in July 2009.

Raulov was an active politician. He preferred the local politics and was elected Mayor of Madrid. He has served 4 terms as a Mayor of Madrid, where he had a large support base.
Being an influential member of Ciudadanos y Democracia he was appointed Party president in June 2008. Hans kelsen was elected party president in June 2008 with 60% of the votes, but he left his position. Some CyD members resgned untill Raulov directed the party through that month.
He also served as a member of Congress of Spain.
Raulov was a Cabinet Minister in a government led by Les Paul.
