Overview
The SCI (Security Council for Immigrants) is a independent council for border security of the eNetherlands. The Minister and Secretary of Home Affairs are in charge of the SCI, but they work closely alongside with the Congress. As it is independent, it's not a part of the government nor is it defined in the law book. It's purpose is of course administrate CS requests, but where the most important thing is to protect the eNetherlands against immigrants that are a threat to the state.
History
On day 775, in a response to a intelligence agency of Poland during the second term of Mitch Rapp, a secret government agency named United Netherlands Intelligence Network (UNLIN) was created. Solely gathering information of enemies by sending out trained agents. A side task, to screen citizen applications, was appointed to UNLIN. On day 996 the name got changed to 'Security Council for Immigrants' as UNLIN initial purpose was no longer useful. Since then, a protocol was set up and has changed several times and still applies as of today.
Protocol
The work method and procedures are laid down in the SCI protocol. It says that all in-game applications for Dutch citizenship must be posted on the SCI forum, checked and advised by either the Minister or Secretary of MoHA.
In a standard procedure every citizen of the eNetherlands are able to discuss, give an advice or vouch for an applicant, but this is not binded in the final decision made by the MoHA. An application's status stays pended until the MoHA refuses or accepts it. When refused, no Congress member may accept the request in-game or else this person will receive a warning, if this happens twice, the MoHA can decide to put this person on the blacklist, loosing his/her Congress and several other rights as stated in the law book.
There are a few exceptions that can happen aside from the standard procedure in:
- a. Emergency cases, when a good reason involves a national interest, the CP or vCP may decide to accept the application, but is obliged to include a very good explanation.
- b. Honorary Dutchmen, those who are titled with "Honorary citizen of the eNetherlands" as stated in the constitution, are persons who are trustworthy and have contributed to the dutch community. They can be accepted immediately.
- c. Ordinary foreigners, these can be accepted if they've been vouched by an active member of the eNL forum and/or pose no discernable risk to national security, dependent on information gathered from investigating and upon judgement of the Minister of Home affairs.
SCI tasks
The SCI is responsible for the admission of immigrants, therefore performing background checks also known as screening, talking both with the applicant and foreign leaders and getting advice from prominent citizens is essential to be sure and finding out a person's true motives, so the chance to make a wrong decision is low. The main tasks of the SCI looks like this:
• Administrate CS requests.
• Organize it's internal structure
• Screening the applicants
• Advising the Congress
Location
The SCI is officially located on the dutch forum, it has its own forum named SCI forum where applications are being handled and the latest regulations regarding the SCI are available to read. Furthermore it has a own channel named #nl-SCI on Rizon.
