I don't know what this means

"During this war, the diplomatic relations between Romania and Turkey deteriorated and Romania won, but with a significant investment of resources and logistics."

Could somebody clarify the meaning of this sentence? --Emerick 19:02, 11 July 2008 (BST)

It should probably be two different sentences. The second part, "Romania won, but with a significant investment of resources and logistics." refers to the war, not diplomatic relations with Turkey. --Parsley Magnet 19:40, 11 July 2008 (BST)
