War Protocol

Purpose

To establish a viable method for the involvement of the United Kingdom into conflicts with other countries and the direction of the United Kingdom's military forces and/or other resources in those conflicts.

Procedure

First Clause

a) There shall be a War Council, it's members being the Prime Minister, Minister of Defence and Foreign Affairs, Minister of Defence, Underminister of Defence, Minister of Foreign Affairs, Minister of Finance, Special Forces CO, Royal Navy CO, Royal Guard CO, and up to three military experts as chosen by the Prime Minister

b) Of the above, only the Prime Minister, Minister of Defence and Foreign Affairs, Minister of Defence, Minister of Foreign Affairs and Minister of Finance will have voting rights in the War Council.

c) Any motion within the War Council will require a simple majority of 50% + 1 votes to pass. The vote should last 24 hours, or 12 hours if the Prime Minister declares it an emergency. Should a tie occur, the Prime Minister will have the final decision.

Second Clause

a) The House of Commons may vote to declare a country to be either an ally or an enemy. This vote will take place simultaneously in the House of Commons and House of Lords and will last for 24 hours, unless the Prime Minister declares it an emergency vote, in which case it will last 12 hours. A simple majority of 50% + 1 votes is required to pass the motion. If a tie is reached in either vote, the Prime Minister has the final decision for that House. If a tie is reached in both votes, the Prime Minister has the final decision.

b)A country will automatically be considered an ally if an alliance or treaty is signed with them, or an enemy if the UK is involved in a war with them, either directly or as a result of an alliance. Unless that war is a training war or is otherwise agreed upon by both countries.

c) A country will retain the status of ally or enemy until the House of Commons votes otherwise, the alliance or treaty is dissolved, or the war with them is ended due to a peace treaty signed by the UK or the country under attack. However, if a war with an enemy is ended due to either country being conquered, the UK will retain their previous status until the House of Commons votes otherwise.

d)If a country has the status of ally, the War Council may vote at any time to aid them in defence at any time. This includes resistance wars, both fought against the ally or for the ally’s conquered regions. If a country has the status of enemy, the War Council may vote to take any action against them so long as it does not violate article 3.

e) When 2 allies of the UK are at war with eachother, as a general rule the UK shal remain neutral and not send troops to any of the 2 allies, however the War Council can vote to alter this stance in such conflict.

Third Clause

The WC can request funding from the Chancellor who must approve any such requests.

Fourth Clause

The War Council will recommend the purchase of constructions to the House of Commons who must then approve this recommendation via a 24 hour discussion and 24 hour vote. A majority (over 50%) of voter presence is necessary. The War Council will then decide the placement.5a. The Prime Minister will keep both Houses of Parliament informed of troop movements or other actions taken by the War Council as described by section 2d no later than 36 hours after the actions are taken. Congress do not need to be informed of details surrounding Covert operations.

Fifth Clause

b)The Prime Minister may delay or veto any War Council operation. If the Prime Minister is unavailable within 24 hours of the operation, the Minister of Defence will have this authority.

Definitions

  • Constructions refers to Hospitals and Defence Systems
  • Covert Operation refers to a military deployment where HoC/HoL/public should not be informed of, in order to make the covert operation succeed. The war council must vote for 24hrs in order to deem a planned military deployment a covert operation. A majority of 2/3 (66%) is required.
