I don't understand your inquiry, there is no meaning to the template. It will simply be put on the bottom of every South African page to connect them all in a wiki web-ring or whatever it's called, just like on wikipedia. Regions, political parties, people of SA... Other nations are welcome to use their own version of it.
It's not written in stone, that's just a draft. Some sections of it may be removed, some added.

I unfortuntely deleted them be he told me that if I wanted to cancel the trade agreements, I had to insult the communists and opposition because they where not allowing them to pass 99% taxe. (what a lier)

What an asshat, we had a 99% tax, then he changed it to 10%. They don't come more corrupt than a zockyist.

Template:Increase/Template:Decrease

I just used what the original Wikipedia had rather than changing it up, but I believe Wikipedia uses both set of terms.

Those can be deleted. I tried to make a reference template, but it's nearly impossible. If someone else could make reference templates, that would be wonderful.

Because I'm going to make my own unique templates. You can't just keep mixing my chocolate icecream with some other vanilla icecream and expect to retain the flavors of both. I don't know, just please don't merge the templates anymore, I'm trying to work on them and every time I go to the template page, you put a deletion tag on it.

No, we don't all have to use the same template, you are allowed to make your own without forcing anyone to use it, and I haven't forced anyone to use my template although some people have.

Croatian Occupation

Esteban your addition to that segment of South Africa's history uses persuasive and biased text to paint a picture of hatred towards the Croatians. It is okay to correct or add information but not to present such extreme bias within the article.

What parts? I just added information. If anything, I deleted incorrect info convicting me of "stealing money from the treasury" - something I have never done, nor could I have done because I am not nor have I ever been the President of South Africa.

It's alright, no need to apologizes. I myself am sort of a stiffler when it comes to neutrality, but sometimes its hard not to be passionate or have some sort of opinion on a subject. Thanks for writing that section though, it encourages me to add info. Empty pages discourage me from contributing a lot of the time.

Because it was an unneeded change. You added links to "military" and "alliance" and took out the OFFICIAL end of ATLANTIS as said by its head.

Categories

Ah ok, I know what you mean. I feel like I'm out of the loop on categorization because a bunch of my old categories have been deleted since I went inactive October 2008, such as categories for political parties.
