Cerber was a citizen of 
Poland.
He is most notably known for having served as President of Poland and martyring himself to the infamous admin banhammer during what became known as the 2011 eRepublik Rebellion. He was one of many elected Country presidents that signed the 2011 eRepublik Rebellion/Charter that did not survive the event.
