Charter of P.L.U.T.O.

Introduction

This Charter is to outline the rules and regulations that each nation must abide upon signing and being granted membership of the international alliance P.L.U.T.O.. The Charter is to be respected and should be the referral point for any disputes that may affect member nations.

PLUTO HQ

  1. PLUTO HQ is to consist of the Dictator, President, Vice President, Minister of Defence and Minister of Foreign Affairs of each member nation as well as the three official alliance leadership roles and their appointed deputies. A nation is allowed to appoint advisors should a citizen hold duplicate roles in the cabinet.
  2. Every 45 days an election is to be held in which the three official roles of Headquarters are appointed. This is to maintain alliance direction and prevent instability due to constant changing of HQ membership.
  3. Each member nation is to have one vote for each role. The final vote is to be submitted by the Country President before the deadline
  4. Any citizen regardless of citizenship or current political role can run in the election should they have received the nomination of at least two member nations. There is no limit on the number of nominations a country may have.
  5. It is the responsibility of the sitting Supreme General to organise and orchestrate each election and alliance vote.
  6. If 66% of member nations support a proposal for new PLUTO HQ Leader election, an election is to be held. The HQ member who called the vote is to organise and coordinate this subsequent election.

The three official alliance roles are as follows:

  • Supreme General

The Supreme General is the overall head of the alliance and their primary role is to oversee the running of the alliance and ensure it runs smoothly.

  • Supreme Commander

The Supreme Commander is in charge of coordinating the military of the alliance. They are to be highly active and ensure the battle priorities are regularly updated and adhered to by member nations.

  • Public Relations Officer

The Public Relations Officer is in charge of publishing articles of an informative nature as well as articles promoting the alliance. It is their responsibility to further enhance the alliance community on the ground amongst the general population of each member nation.

Protection of Sovereignty

  1. Member nations are not allowed to propose a Natural enemy on one another unless it has been approved by both nations involved as well as the Supreme General.
  2. Member nations are not allowed get involved in a Military Take Over happening in one of the member states unless it is supported by three out of five of the subject nation's top political parties. The exception being a complete hostile Military Take Over.
  3. Should a member nation face a threat of Political takeover, each member should try to send a trusted team of ATO voters who are to follow the wishes of the host nations Country President.
  4. Member nations are forbidden from proposing trade embargoes against one another.
  5. Member nations are not allowed to charge interest on any loans given to other member nations.
  6. Member nations are not allowed MPP any nation which is actively involved in a war with another member nation.
  7. Should an enemy nation propose a natural enemy on a member nation, they are entitled to propose a natural enemy back without consulting PLUTO HQ.
  8. Should a member nation wish to invade an enemy nation, they should first consult with the Supreme Commander regarding the feasibility of this campaign if they wish to get full support of the member nations.
  9. Liberating occupied member nations is to be the main priority of PLUTO as we value each nation's sovereignty.

Membership

  1. Should a nation wish to join PLUTO, the nation in question must receive the support of all member nations.
  2. Should the member be granted membership, they are bound by the rules and regulations of this charter and must follow the will of PLUTO HQ.
  3. Any member nation is allowed to leave PLUTO at their own discretion.
  4. Any violation of this Charter may result in the termination of PLUTO membership subject to a vote ordered by the Supreme General.
