Formerly a carnivorous media mogul and a sarcastic philosopher aiming to create a counter-elitarian revolution in Russia, he later became one of the country's most conservative and hardline leaders. He is five-times former president of Russia, the last two terms under the title "Tzar", and was the Supreme Commander of Circle of Trust alliance in August 2013, when the alliance launched a successful counteroffensive in America and Eastern Europe.
He was also head of GREAT DIVINE RUSSIA alliance, which is non-functioning since June 2014 when Russia left it to create the Pacifica alliance with USA. Syrin was the Co-Secretary of Pacifica with former American President Wild Owl. In August, 2014 Syrin abandoned the New World, leaving a dubious legacy and changing his nick to Batu Karaev.

In March 2015 he moved to Germany where he was a member of Fliegendes Suizid Kommando until he died for the first time in December 2015. In new time, following his spell in mid-2016 as US diplomat and MoFA, he is again in Russia, serving as Prime Minister, still being a member of the Communist Party. He joined military unit before leaving it to create the Russian Fund military unit. Khotko leads the organization with the same name which seeks to improve social and economic situation in Russia by funding large programs like giving away factories, multiplying the state salary for airmen or providing cheap packs.
As Russian Prime Minister and charity organizer, Khotko helped Russia succeed in defensive wars against Greece and Argentina in first half of year 2018 and bring Russia to top-10 in terms of firepower and pack supply, and commanded the country in May 2018 as Country President. Since June 2018 Khotko is member of Plato Foundation board.
Khotko moved to Poland in June 2018 and returned to Russia in autumn 2018, first as advisor to country presidents, then as Prime Minister again. He currently co-sponsors the zero-interest raw material factory loan projects and Tankopolk, a government tank support program for aspiring land fighters.
