Rivendell Pact

The Rivendell Pact is an anti-Take Over pact signed by parties in Russia. The pact is based on three ideas: Internal party elections out of the game, propaganda supported by the official newspapers, and an economic fund to re-create any party taken over. Its name is derived from the fact, that the first Money Keeper is the organization "Rivendell Industries".

The pact was signed by the following parties:

• Constitutional Democrats
• The Cossacks

The Pact

THE RIVENDELL PACT

1. This is an Anti-take-over pact for eRussian political parties. To admit other parties, a change of this rule is required.
2. Every adherent party promises not to TO any other adherent party.
3. Every adherent party makes elections to their President in their own way, using their local forums or subforums, so that in the official elections there is one clear "legal" candidate: the winner.
4. In the case of a TO attempt:
   1. Everybody (including the Fund Keeper, see below) can check the existence of a real TO comparing the "legal" candidate with the list of candidates in-game : everybody who is not "legal", is a TO candidate.
   2. If the party is under a TO and asks for help, the Pact is activated.
   3. In this case, every adherent party must publish the ATO warnings sent by the attacked parties during 48 hours before the elections, on its most official newspaper, to inform the population of eRussia about the attempt and the TO candidates.
5. We create a monetary fund against TOs:
   1. If, despite the defense made, a Party is TOed, the Fund Keeper gives 40 gold to the legitimate leader to re-build the party immediately.
   2. The current quota is 7 Gold until the Fund has 40 Gold, and 5 if it has more, to be paid every month.
6. Organization of the Pact itself.
   1. "Consensus" is, in this document, an agreement of all adherent parties minus one, or unanimity of the total of parties is 3 or less. Thus: one party cannot always block a decision, but two can.
   2. All decisions are taken by consensus unless stated otherwise: The Fund Keeper, the quota to pay in every situation, or the expulsion of a party are decided in this way.
   3. The admittance of a new party can only be blocked by consensus. If it is not blocked, the Party is admitted. The candidate cannot vote, because it is still not part of the Pact.
   4. A party can retire from the agreement at any time without having to give explanations, but it must have paid the quotas until this moment and warn 5 days before the retirement becomes effective.
7. This agreement will be given to the game administrators as a legal contract between parties.
8. The first Fund Keeper will be Creos (the Administrator of this forum), the money kept at Rivendell Industries in the game.
