This is the charter of LSCE

LSCE Alliance Charter

These are the terms used in this document:

  1. Secretary General - The secretary general of the alliance must be a member of the alliance. He will be chosen after a voting by all representative of the member nations. A Secretary General will not have a term, he will be thrown out from his duty only if he resigned or found misfit to lead and control the alliance.
  2. The Strategic Council of the Alliance - The council must contain representative from all the member countries, be called Ambassadors. The council must have Ministers (MoD, MoF etc.), and they will be chosen in an election set ahead.
  3. The General Council of the Alliance - The body of the alliance existing of representatives of every member country. They will be monitoring the Strategic Council.
  4. The Supreme Commander of the Army of the Alliance - The person that will command the official military force of the alliance. He will be chosen by the Stategic Council of the alliance.
  5. Treasury of the Alliance - An official body of the alliance, responsible to fund the military operations and the economical assitance of member countries.
  6. Treasurer of the Alliance - The person that is in charge of the Treasury of the Alliance. He will decide who will get fund and for what, and how much.
  7. Army of the Alliance - An army will be raised with the help of the Military officials of the member countries.

The parties signing this treaty agree with and take the following contract liabilities:

CHAPTER I - MEMBERS OF THE ALLIANCE

  1. The treaty members are the members of the alliance, the parties that sign this treaty.
    1. Country members
      1. Emorfion - Sovereign Prince of Monaco, signed here on the behalf of the Pricipality of Monaco (Principatu de Múnegu; Principauté de Monaco)
      2. Hamodi120 - President of Lebanon, signed here on the behalf of the Republic of Lebanon (جمهورية لبنان Gamuhiriyyat Lubnan; République libanaise)
      3. Bence Csordas - Delegate of Luxembourg Committee, signed here on the behalf of the Luxembourg Committee (Ausschuss Lëtzebuerg)
      4. Logamac - President of Andorra, signed here on the behalf of the Pricipality of Andorra (Principat d'Andorra)
      5. Taoism - Delegate of Albania, signed here on the behalf of the Republic of Albania (Republika e Shqipërisë)
      6. Archangel Uriel - Delegate of Tunisia, signed here on the behalf of the Great Arab Republic of Tunisia (عظيم الجمهورية العربية التونسية Atim Al-Gamhuriyyat Al-Arabiyyah Al-Tunisia)

  2. Admission of new members to the Alliance
    1. The new member can only be admitted if all the members of the Alliance agree of his joining
    2. If a new member is admitted, the name of the new member will be added to Chapter I, Paragraph 1 of this Treaty. All parties of the Treaty must then sign the altered Treaty.
  3. Withdrawal of a member from the Alliance
    1. If a party wants to withdraw the alliance they must notify the Secretary General, the Strategic Council and General Council, 5 days before the withdraw.
    2. After the member notifies the Secretary General, the Strategic Council and the General Council, the rules that are written here are still applied to the member until the date of the withdrawal.
    3. If a member state withdraws, the name of the departing member state shall be removed from Chapter I, Paragraph 1 of this treaty by the Secretary General. All the parties of this Treaty must then sign the altered version of the Treaty.

CHAPTER II - CORE ALLIANCE STRUCTURE

  1. The Secretary General is the general leader of the Alliance.
  2. The Strategic Council is the supreme military and political body of the Alliance.
  3. The General Council is the deliberative body of the Alliance.
  4. The Alliance Army is a permanently active military body of the Alliance consisting of at least five elite soldiers from every member state included in Chapter I, Paragraph 1 of this Treaty.
  5. The Treasury of the Alliance is the general economical and financial body of the Alliance.
  6. Every member shall have only one vote in the elections of the alliance.

CHAPTER III - THE STRATEGIC COUNCIL

  1. The Strategic Council is made of 3 representatives from every member state. In any elections of the alliance that ties, the current Secretary General will vote the deciding vote (even if he already voted).
    1. The representatives will be chosen by the country president of their country.
    2. The number of the representatives cannot get to a number bigger then 3 representatives.
  2. The Strategic Council addresses the following issues:
    1. Approval of a military attack, strategy or an operation.
    2. Declaration of wars against members of other alliances.
    3. Declaration of wars against enemies of members of the alliance.
    4. Nomination and dismissal of Supreme Commander of the Army and Treasurer of the Alliance.
    5. Engagement of the Alliance forces and regular armed forces.
    6. Joining of a regular armed forces to the lines of the alliance armed forces.
    7. Other issues not in the sphere of any other Alliance bodies.
  3. A decision of the Strategic Council is valid when a majority of votes are in the affirmative.
    1. The votes will be presented after the election, and be sent to every official member of the alliance by the mail in eRepublik.
    2. The voting will be created in the Google Doc. system, and it wil be created by the Secretary General.
    3. The voting will only be considered valid, if half of the Strategic Council members have voted. In case of a tie, the Secretary General will cast the final vote.
  4. Any valid decision of the Strategic Council must be strictly obeyed by all the members of the Alliance.

CHAPTER IV - THE GENERAL COUNCIL

  1. The General Council consists of representatives of parties stated in Chapter I, Paragraph 1 of this Treaty.
  2. The General Council addresses the following issues:
    1. The nomination and dismissal of the Treasurer of the Alliance.
    2. Departmental structure.
    3. Nomination and support of a presidential candidate in a member county.
    4. The development of the military Strategy of the Alliance.
  3. A decision of the General Council is considered valid when approved by a majority of representatives in a vote.
    1. All votes will be casts by the Google Doc. system.
  4. A page of the Google Doc. for the voting process shall be created by the member initiating the vote. The initiating party shall also notify all representatives of the Strategic Council of the opening of the vote via any means of communication.
    1. The vote shall be considered valid only if more than half of the Strategic Council's representatives voted however in an emergency vote the duration of the vote shall be decided by the Secretary General.

CHAPTER V - TREASURY OF THE ALLIANCE

  1. The Treasury of the Alliance consists from the Alliance Fund and Alliance Departments.
    1. The Alliance Fund is financed every two weeks by the members states in Chapter 1, Paragraph 1 of this Treaty.
    2. The total amount to be payed by each member state shall be determined in the payment page of the Google Doc.
    3. The Treasurer must provide the structure, functions and composition of the Departments to the General Council of the Alliance for confirmation within seven days of his appointment.
  2. The Treasurer of the Alliance is the head of the Treasury.
    1. The Treasurer may designate deputies at his discretion and delegate his responsibilities to them if needed.
  3. Responsibilities of the Treasurer:
    1. Funding the decisions of the Strategic Council within 24 hours of the decision. In case of an immediate action, the Strategic Council will state the time that the fund must be transferred, and the Treasurer must apply.
    2. Providing a report to the General Council, every two weeks, about the state of the treasury, with these categories:
      1. Amount of currency and gold in the treasury.
      2. Comparison of the amount of currency and gold in the treasury in the time of the report, to the time of the past report.
      3. Naming any request of funds from any body, citizen, organization, Secretary General, General Council and the Strategic Council.
      4. Naming the amount that was withdrawn from the treasury by every request.
    3. Entering the data of every transition and funds in the stated time of 24 hours from the transition, in the Google Docs. page of the treasury.
  4. If the Treasurer chooses to resign:
    1. The Treasurer must notify the Strategic Council of the resignation 7 days before the dates resignation.
    2. After the approval of a new Treasurer by the General Council, the Treasurer shall transfer the access rights to the Treasury organization possessing all funds of the Alliance and alter Paragraph 1.3 of Chapter 1 of this Treaty by exchanging his personal data with that of the new Treasurer. The Treaty shall then be signed by all member states. The new treasurer shall create a new organisation wherein all the funds will be held.
  5. If the Treasurer is dismissed from office:
    1. The dismissed Treasurer should transfer the access rights to the Treasury organization possessing all funds of the Alliance to the Secretary General. The Secretary General should startup a new organisation of the Treasury, where all the funds will be held.
    2. After the transfer of access rights to the Treasury organisation possessing all funds of the Alliance, the Secretary General shall serve as the Treasurer of the Alliance.
    3. After Paragraph 5.2 of Chapter V is enacted, the Secretary General shall file a resignation note, in accordance with procedure described in Paragraph 4.2 of Chapter V of this Treaty.

CHAPTER VI - MILITARY OF THE ALLIANCE

  1. The Military of the Alliance consists of the regular armies of the member states specified in Chapter I, Paragraph 1 of this Treaty.
  2. The command structure and size of deployments by the Alliance of the regular armies of the member states of this alliance shall be decided by the General Council with the consent of the member state whose forces are being deployed.
  3. The Supreme Commander is the head of the Military of the Alliance.
    1. The Supreme Commander can appoint duties and station soldiers. He must inform the General Council about every appointing and re-stationing.
  4. The obligations of the Supreme Commander of the Military of the Alliance are:
    1. The implementation of all orders from the General Council of the Alliance.
    2. Resolving issues of cause and timing of withdrawal of any divisions of regular armies of the member states specified in Paragraph 1.1 of Chapter 1 of this Treaty from the Military of the Alliance if case this is necessary to improve the security of the state in question.
    3. Making suggestions on military Strategy to the Strategic Council.
    4. Reporting on military actions in the Google Doc. or to the General Council at the request of the Secretary General.
  5. If the Supreme Commander of the Military of the Alliance chooses to resign:
    1. The Supreme Commander of the Army of the Alliance must inform the General Council of their decision seven days before the date of their resignation.
    2. Upon approval of a new Supreme Commander of the Army, the former Supreme Commander shall modify Paragraph 1.4 Chapter I of the Treaty by exchanging his personal information with that of the new Supreme Commander. The Treaty shall then be signed by all member states.
  6. If the Supreme Commander of the Military of the Alliance is dismissed:
    1. The Secretary General shall perform the functions of the Supreme Commander of the Alliance.
    2. After Paragraph 6.1 of Chapter VI is enacted, the Secretary-General shall file his resignation from the position of the Supreme Commander of the Alliance in accordance with procedure described in Paragraph 4.2 of Chapter V of this Treaty.
  7. The Military of the Alliance follows the orders of the Supreme Commander of the Army of the Alliance.
  8. The Military of the Alliance shall be named "National Arrangement Territorial Ingagement of New And Little nations", or just "NATIONAL".

CHAPTER VII - SECRETARY GENERAL

  1. The Secretary General is a member of the Alliance, chosen by a vote of all members states of the Alliance in accordance with Chapter II, Paragraph 6 of this Treaty.
    1. The election of the Secretary General shall be held in Google Doc. The elections will be created only if the Secretary General resigned or is find not focused, and not good for the Alliance.
    2. The page in Google Doc for voting shall be prepared by any of the members of the Strategic Council, and the members of the Strategic Council and the General Council shall be informed of the the beginning of voting through any means of communication.
      1. Each member included in Paragraph 1.1 Chapter I has a right to propose its own candidate.
      2. The member who got the majority of votes becomes the Secretary General.
  2. The Secretary General of the Alliance will:
    1. If there is a tie vote, vote to break the tie.
    2. Announce the end of emergency votes.
    3. Participate in the activities of the alliance and provide information on current affairs.
    4. Supervise the execution of responsibilities of the Treasury, its departments, and the Supreme Commander.
    5. Manage the Google Doc Ministries and Departments.
    6. Work as the Manager of the Strategic Council.
  3. If the Secretary General chooses to resign:
    1. The Secretary-General shall inform the Strategic Council of this decision 9 days before the date of their resignation.
    2. Upon the approval of a new Secretary-General of the Alliance, the former Secretary-General shall change Paragraph 1.2.1 of Chapter I of this Treaty by exchanging his own personal data with that of the new Secretary-General.
  4. To dismiss of the Secretary-General of the Alliance, the Strategic Council and the General Council shall initiate voting of no confidence in the Secretary General in a manner consistent with Paragraph 1.1 of Chapter VII except for in cases falling under Paragraph 3 of Chapter VII of this Treaty.
    1. The Supreme Commander of the Army of the Alliance shall perform the functions of the Secretary General of the Alliance.
    2. After enacting Paragraph 4.1 of Chapter VII, the Supreme Commander shall retire from their position of the Secretary-General in accordance with Paragraph 3.2 of Chapter VII of this Treaty.

CHAPTER VIII - RESPONSIBILITIES OF THE MEMBER COUNTRIES

  1. Responsibilities of the members states in Chapter I, Paragraph 1 of this Treaty include:
    1. If this Treaty is violated by any member state, the President of the offending member state shall be banned for a week or transfer three months worth of Army payments to the Alliance Treasury. After this the offending member state may be expelled from the Alliance by a General Council vote. This will be judged by the serious of the violation.
    2. Disciplinary action is decided upon by a vote of the General Council, made in Google Doc and the Supreme Commander must follow its decision.
    3. If the Supreme Commander does not follow a decision of the General Council made in the General Google Doc or violates the terms of the treaty they shall be banned temporarily or permanently, determined by the serious of the violation.
  2. Responsibilities of the Alliance Treasurer:
    1. Disciplinary punishment is chosen by the voting of the General Council in Google Doc and the Alliance Treasurer must follow its decisions.
    2. If the Alliance Treasurer does not follow the decision of the General Council made in the General Google Doc or violates the terms of this Treaty they shall be banned temporarily or permanently.
  3. Responsibilities of the Secretary-General:
    1. Disciplinary punishment is chosen by the voting of the General Council in Google Doc and the Secretary-General must follow its decisions.
    2. If the Secretary-General does not follow the decision of the General Council made in Google Doc or violates the terms of this Treaty they shall be banned temporarily or permanently.

CHAPTER IX - OTHER

  1. In case of an assault on one of the Alliance members, all the other members should defend the country under assault. If this is impossible or the member states of the alliance refuse to do that by decision of the General Council, the Alliance should take steps to restore the territorial integrity of the offended member state.
  2. All members of the Alliance shall perform region swapping upon the decision of the General Council. If any hospitals or defences shall be destroyed, the member state shall be compensated for them.
  3. All members of the Alliance shall biweekly transfer the amount of money mentioned in Paragraph 1.1 of Chapter V of this Treaty to the Treasury.
  4. This Treaty is valid for 3 months after enacting Paragraph 1.1 of Chapter 10.
  5. If one of the parties of the Treaty gets permanently banned or its possessions are confiscated by the admins or in case of death of the party, the decision on validity of the Treaty is taken by other parties of the Treaty, and a vote will be cast in Google Docs.
  6. Any unilateral refusals to conduct the responsibilities under this Treaty by any party are forbidden.
  7. In case when a member of the Alliance is a member of any other alliance at the time of signing of this Treaty, the General Council must decide on whether to sign a cooperation contract with that alliance.
  8. After signing this treaty, any member may enter any other alliance only with permission of the General Council.

CHAPTER X - RATIFICATION

  1. The Treaty is in effect:
    1. Except for Chapter V and Chapter VI, from the moment of signing by the Presidents of the member states.
    2. Except for Chapter V, from the moment of signing by the Presidents of the member states and by the Supreme Commander of the Military of the Alliance,
    3. Without restriction from the moment of signing by all the parties of the Treaty.
