The Scottish Clan Council is an independently ran regional council for Scotland. It has been in place for a long time, although has recently been bought back and revamped with the help of some renowned Scottish Citizens. It's duties are too ensure that all Scottish Citizens are helped when they first join the game, as well as running schemes to keep them active. The SCC is a voluntary-based system, where none of the Councillors are rewarded for their work, and have no power in the eUK Government.

SCC Chairmen
Council StructureCouncil ChairmanThe Chairman makes sure other councilors do their jobs, and makes sure than everyone is organised. The chairman will be expected to keep order within the SCC forum and debates. The Chairman must be very active. Another duty of the chairman is to start the vote on the debated policy's and ideas. Never should the CCC be a congressman at the same time being the CCC. Councilor of FinanceThe CoF is expected to maintain the region's finances, and distribute the budget where required. The CoF should look at any possible way to acquire funds for the region. Any purchases should be made by the CoF, and he has the power to override any purchases proposed by other Councilors. The CoF must be trustworthy, and know what he is doing. Experience will help. Councilor of Scottish AffairsThe CoSA will be in charge of starting and running any activity schemes of the SCC. The CoSA will have to work closely with the CoF to ensure services are properly funded. The CoSA should work with the CoM to publish an article every so often advertising our regional. Councilor of MediaThe CoM is responsible for writing news and recruitment articles for the SCC. The CoM should work closely with the Councilor of Recruitment, and publish articles to try and get citizens to come to Scotland. The CoM should be talented at writing articles, and also active. Councilor of RecruitmentThe CoR is a staple member of SCC, and is tasked with bringing people to Scotland. The CoR will be expected to help new players, and also to advertise the Scotland Regional forums. The CoR should work with the CoM to ensure articles are published.The CoR can hand out moving tickets to help new players to get here. The CoR must be friendly and active.
Voting and ElectionsSchemes and IdeasDebateIf you have an idea for a policy the first thing to do is to make a [DEBATE] thread. This is where everyone in the SCC can discuss and give their view on the idea. A debate can last as long as it needs to. Until most of the SCC has said what they think or until the discussion has run out of steam. Trial runA small trial run can be requested by SCC members during a debate to see if the idea can work. A small trial can be used to show the SCC that the idea does works and is worth the gold/time. It can swing the debate/vote. Gold from the SCC should not be used for a trial. VotingAfter a debate the Chairman will put an idea to a vote. This is a 48 hour public vote in which any Scottish Citizen is allowed to vote once they have access to the SCC Forums. Voting is a simple Yes, No, Abstain via posting rather than poll method, where there must be a 2 vote margin on either Yes or No for the vote to pass. E.g. Y:2 and N:1 won't be accepted but Y3 and N:1 would be. Chairman ElectionsVoting takes place on the 1st of every month, and will last 48 hours. As soon as Congress elections are over, people may nominate themselves for the position, as long as they are not congress members. On the 1st of the next month, the current Chairman shall create the vote topic, where everyone may vote for their favorite candidate or abstain. If a Chairman resigns, then whoever came second in the election may take over from the position. If they cannot take over then whoever is 3rd shall, etc. If there is nobody to take over, a new election is held immediately. Note that this only makes them Temporary Chairman, but they can also be impeached if the Council does not agree on them taking over. If the current Chairman is to be impeached, then a Councilor must propose a vote, and have 2 supporters (who must also be Councilors). If the support is gathered then the Chairman must propose a 48 hour vote where people can decide on this. Again, if they are impeached then whoever was 2nd may take over from the position, or a re-election can take place.
Councillor AppointmentsThe current counciler will appointment his successor. If the counciler leaves his position without appointing someone then the current Chairman shall create a topic where people may express interest for the position.
