Chief of Staff is a user created position. Some political parties (USWP), countries (USA), and military organizations (EIRB/IVF) have an appointed chief of staff.
Chief of staff is the coordinator of the cabinet and the staff involved. The position is responsible for organization and support of various positions and tasks involved in the cabinet or department. The chief of staff is a position that is appointed directly by the head executive of the cabinet or organization, and thus can be also dismissed by the same person.
