Current Guidelines

- Citizenship requests should only be approved following a 48 hour discussion and vote in favour. This begins after a report on the applicant is provided to congress or when there's only 48 hours left on the expiry of the application. The report will include anything found from basic checks of the applying profile and a statement from the applicant about reason for applying and if they have eUK contacts/sponsors.

- Congress can debate anything followed by a voting period. The Speaker can monitor this to make sure proposals don't vanish and are voted on. If a debate needs a vote that cannot be via the Country Admin module then that vote should not begin within the first 24hrs of the debate and will last 2 or 3 days (depending on size of debate). This will be communicated at the onset of a vote.

- The duties of the speaker should be undertaken impartially. Additionally, a Congressperson's status as speaker shouldn't be used to promote parties. Speaker elections will be held at any time an election is called by one or more congressmen. Please respect the outcome of votes.

Budget

The Government should provide the current Speaker with their budget request no later than the 26th of the month (unless already public in an article). As soon as the election results are confirmed and the PM thread is created, the Speaker's first order of business will be to start the discussion for the budget proposal as per the guidelines below.

Citizenship Requests

Citizenship requests should not be approved until there has been a 48 hour concurrent discussion and vote. During this time, the Speaker should message the citizen and ask their reasons for moving to the eUK and whether they are being sponsored by an existing eUK citizen. The discussion and vote will start once Congress has been informed of the response, or when 72 hours are left on the citizenship request.
