Aanok Tourmil is a former President of Austria and one of its proudest citizens. He succeeded Mapplna and was the first Austrian President to work with V1.
He has been elected president of Austria for the second time on 5th December 2008.

Economy

In October 2009, Aanok founded the Bank of Austria, which he made the main economic tool for the government, based on transparency and straightforwardness.

Politics

Before he was elected a president, Aanok has worked as a congressman for the Austrian International Movement since May 2008.

Working for the NGI group of companies, he became influential in his party and company. It wasn't hard for him to gain a congressman chair before the party presidency and finally the Austrian presidency.

President October 2008

Aanok was elected President of Austria on 2nd day of October 2008.
Another major happening was the coming of a large group of Serbs into our national borders. He has stressed many times how Austria was fighting with a too-small population. You can imagine how happy he was to see such a nice bunch of people coming, all eager to have fun and bettering their new Country.
Aanok tried to let them slide into things slowly, to see if they could have been more of a help or be less of a nuisance, before granting them full support. And he was happy to see things were going pretty well on that side.
At the end of his term, Aanok announced that he was not going to stand for the second term in the office. He nominated a new candidate for next president of Austria - Danny Boodmann T. D. Lemon Nov.

Aanok Tourmil remained an active member in Austrian Government, where he held an office of Minister of Education, thus managing the four public companies (Austrian University and Q4 Health Care Centers, Glok, Strategic Defense Initiative). He was also the Governor of the Bank of Austria.

Unwilling President December 2008

The presidential election of December 2008 was drawing near. Most people were dissatisfied with Danny's handling of the troubled state of economy and politics in Austria. Due to his involvement with the Austrian Red Cross and meditation between Serbian and Austrian population, young minister, Hrvat, was gaining a large following. He nominated for the office of President and was the only candidate for December elections 2008. 3 days before elections he called a meeting with Aanok and Mapplna and has left the country. Faced with no candidates for next election Aanok ran ad won easily What an electoral struggle.

It was a well kept secret, at the time, that Hrvat discovered that Last president Danny was planning to steal Austrian treasury during the handover of public companies and keys of the bank - a lengthy and time consuming process. danny was going to frame Hrvat for theft. During the emergency meeting (3 days before the election) neither Mapplna nor Aanok believed that Danny would do such a thing. Disappointed, Hrvat left Austria. Just days later Danny stole the treasury which was reported in Aanok's newspaper Our Country treasury has been stolen. Danny was eventually banned for multi-accounting.

After Aanok served his second term as President of Austria for the second time he has retired from political life.

January 2009

So came the January 2009. Aanok was growing more and more tired of political life each day passing and would have liked to quit in early February. Though some sad happenings made him hurry.

Well, Austrians had been working well with the Serbs for two months now, so it was about time to let Serbs reach Presidency. Also, there were no other real alternatives... And then it happened. Again!!!

Newly elected President, Azoo Lazzo, seized the national treasury (which was kept, for security reasons, entirely inside the private Organization Bank of Austria). Aanok had become very annoyed with this repetitive Moronism: Azzo, like the Slovenians before him, wanted all the money for the then recently announced Serbia. It had become very frustrating, so Aanok left Erepublik earlier than he had planned.

Good Bye, Aanok

Aanok's life long ambition was to enact the Constitution of Austria. He worked tirelessly for many months on the new constitution. It was approved by the Congress, but was never enacted.

Before he left Erepublik, Aanok had sent the following message to Austrian Congress member Hrvat. It could be said that it was Aanok's Last Will and Testament:

Hrvat and his fellow Austrians were not able to regain power in Austria. Austria was divided by its three allies.

Constitution for the Democratic Republic of Austria

Here is Aanoks work - The Constitution for the Democratic Republic of Austria, as written by Aanok:

PREAMBLE

We, the people of Austria, firmly believing in the principles of democracy and freedom, seeking the establishment of a strong and liberal Country for us and our posters, do ordain and establish the following Constitution for the Democratic Republic of Austria.

FIRST PART – FOUNDING PRINCIPLES

1. Austria is an independent, sovereign and unitary democratic republic.
2. Sovereignty resides within and only within the whole Austrian people and is exercised by his name and will by the government. The government must always act according to the people and in its only interest.
3. Every human being is born equal to the others, without distinctions of age, gender, sexual orientation, ethnic group, nationality, religion, language, political beliefs or social and economic conditions.
4. Every person living in the Austrian territory is officially recognized as an Austrian citizen, is granted all the according rights and must abide by all the according duties and laws.
5. The political debate has to represent all the possible opinions the citizens might have. It is granted the fundamental right of people of freely forming political parties and associations, all thought towards the enrichment of the political life and the guarantee of pluralism and democracy.
6. The national flag is arranged in three equal-sized horizontal lines: red at the top, white in the middle and red again at the bottom.
7. The national capital is Vienna. The national currency is the ATS. The national language is English.

SECOND PART – RIGHTS AND DUTIES

8. Personal freedom is inviolable. It cannot be limited but with a justified act of the juridical authority in accordance with the law.
9. Freedom and secrecy of communication are inviolable. No authority or third part can ever exercise rights over private correspondence.
10. All citizens have the right of forming associations of any kind without asking for permissions. Subversive associations and secret political parties, however, are strictly forbidden.
11. All citizens have the right of moving and living freely anywhere throughout the nation and abroad. In case of high security risks, however, the authorities might have to temporarily move the population to safer regions.
12. All citizens have the right of working and freely choosing their profession, trade or occupation, as well as workplace.
13. All citizens have the right of enterprising private businesses of their own.
14. All citizens have the right of signing contracts and agreements between themselves, in respect of the Austrian law and Constitution.
15. The right of striking and forming free trade unions is recognized.
16. All citizens have the right and civic duty to one (1) anonymous vote per election and the right to one (1) public vote per referendum.
17. All citizens might petition the government to bring to its attention some issues of relevance.
18. All less well-off citizens have the right of receiving monetary or wellness contributions from the government.
19. The freedom of press is inviolable.
20. All citizens have the right and duty to defend Austria from threats of every nature.
21. All citizens have the duty of paying their taxes to the State.

THIRD PART – THE GOVERNMENT

22. The heading body of the State is made up of three powers: legislative, executive and juridical.
23. The legislative power resides within the Congress.
24. The executive power resides within the President and his establishment, but is ultimately submitted to the Congress.
25. The juridical power resides within the Attorney and the Courts.
26. Every political power has to make the citizens aware of its actions and achievements through the maintenance of a weekly updated newspaper. Every citizen has the right and duty of making sure the newspaper reports are exhaustive and truthful.

The President

27. The President is a representative of the people subjected to the Congress. He/she shall perform the duties conferred upon him/her by Erepublik and the Austrian laws and Constitution.
28. The Country’s top five political parties have the right of appointing one (1) candidate for the presidential elections. This candidate can be any Austrian citizen.
29. A President may hold six (6) offices. These may or may not be consecutive. After holding six (6) offices that person is not eligible to present himself as a presidential candidate or hold the presidential office again.
30. Right after election, the President has to sign the Charter of Presidential Office (see Appendix A) in order to take office. Until he/she has done so, he/she is not officially recognized as the Austrian President and is thus not granted any constitutional privilege.
31. The President may resign from his position at any time with a 48 hours notice.
32. The President has the exclusive right of appointing citizens as Ministers to freely delegate to some of its powers. For a new Ministry to be founded, however, the President needs the consent of the Congress, which can at any time at the same way order an existing Ministry to be closed. The President must state the portfolios of the Ministers publicly.
33. The President is given all the powers bestowed upon him by eRepublik game mechanics.
34. The President is the practical manager of the national companies. All management policies and major initiatives, however, must first be validated by the Congress and enacted only if approved.
35. The President is the supreme commander of the Austrian military. The President may appoint any number of officers to assist in this duty. All officers are under the command of the President and must report to him/her.
36. The President or any Congressman has the right to propose war against another nation.
37. The President shall appoint a Vice President by clearly stating his/her choice publicly. The Vice President can be any Austrian citizen, and his only duty will be to assume the role of President in the event that the current President resigns, is banned from eRepublik or someway rendered unable to perform his duty.
38. Subject to this Constitution, additional powers may be conferred upon the President by law.

The Congress and the lawmaking process

39. The Austrian Congress, together with the Citizens, has the exclusive right of evaluating laws, deciding Austrian foreign and national policies, passing impeachments and amending the Constitution.
40. The Congress is made of Congressmen as per Erepublik game mechanics.
41. Every Congressman has the right of proposing a bill. Such a bill will need the approval of at least two other Congressmen or the approval of the Austrian President in order to be voted. A bill proposed directly by the President may skip straightly to the voting phase.
42. Votes will be held via the in-game system when possible. Decisions that are beyond strict game possibilities will be addressed by opening a poll on the Congress forum; voting for such a bill will last twenty-four (24) hours.
43. For a bill to be approved, it will need to have achieved the consent of the simple majority of the Congress at the end of the voting.
44. To be proposed in-game, wars, embargoes, treaties and similar foreign actions are required to have first achieved a majority of two-thirds (2/3) of the votes in a poll held on the Congress forum.
45. The Congress may propose a vote of no confidence towards any public employee treating it as a common bill. A President impeachment, however, is required to have first achieved a majority of two-thirds (2/3) of the votes in a poll held on the Congress forum, before being proposed in-game.
46. All Congressmen are required to follow these articles. If a non-compliant law is brought to the polls, the Congressman who proposed it must be prosecuted and all the other Congressmen must vote against the proposal.
47. Referenda might be held upon request of at least thirty (30) Citizens, presented in a newspaper article in an orderly fashion. A referendum's voting phase will last 96 (ninety-six) hours.
48. All resolutions and decisions took by the Congress, as well as all enacted laws, have to be communicated to the public via the newspaper.

FOURTH PART - CONSTITUTIONAL EMENDATIONS AND ENACTING

49 Any article and part of this Constitution may be emended.
50. An emending will be proposed like any common bill, by the Congress, the President or a referendum initiative.
51. An emending will be examined only through a special referendum which will need the attendance of at least 30 (thirty) Austrian citizens to be valid, and a majority of two-thirds (2/3) for the proposal to be approved.

52. This Constitution will come into operation as soon as it is validated first by the eRepublik admins, then by the Congress and then by a popular referendum.
53. An official, updated copy of the Austrian Constitution will always be kept online and visible in a newspaper by the government.

APPENDIX A: Charter of Presidential Office

I, the President of the Democratic Republic of Austria, just elected through a free and fair proceeding, swear to work during the upcoming month for the sole purpose of my fellow citizens’ welfare and achievement.
I swear not to abuse my position.
I swear to do my best in being impartial if a conflict of interests arises.
I swear to make use of my powers in the fairest and most honest way I can.
I swear to put the needs of many ahead of those of few, while trying nevertheless to meet anybody’s necessities.
I swear to work at the best of my possibilities for the good of Austria, regardless of my Nation of origin.
I swear that any collaborator I might choose to help me in my duties will follow these guidelines too.

I am aware that any breach of this Charter by me or my collaborators will be followed by a trial and judgment.

I now sign this Charter and hereby take my office.
