Do we also put user pages in this category? I thought that eRepublik Wiki users are automatically considered citizens... Just my 2 eurocents! --Belea2008 12:26, 31 October 2008 (EET)

Isn't it intended more to create as complete a list of citizens as possible, since many users don't use a separate article for their citizen page. I do agree it's a bit annoying seeing the "User:".
