User-created position
Commanding officer (also known as Commander or simply as CO) is a title used to describe a position or role within an organisation which is usually the highest link in a Chain of Command. If he/she controls the whole military sometimes is referred to as Chief commander. Also, the commander can be the highest link in paramilitary groups or even part of the high command.
Political
Various countries throughout the New World under chief commander refer to the President of that country or to the Minister of Defence who in fact control the official military of the country.
Official implementation
When military units were implemented in-game, the leader of the military unit was declared as unit commander and had the ultimate control over their military unit.
