国会议员可以提出议案，从国库向某个组织捐钱。在国际管理页面，议员可以进入Donate page 捐献页面，然后:
- 输入接收方组织号名字;
- 输入数值(最多400.000货币);
- 输入讨论区链接.
当议员提出捐献议案后，该数额的金子/货币会被从国库账户转出。（由系统保留）
当议员提出捐献议案时，他需要明白国库里至少要保留能给500新人分发新人费的资金。
If the country doesn't have the necessary amount of Gold, the Member of Congress will see the following message: "The country does not have the necessary amount of Gold in the account to print this amount of currency."
如果接收方的组织号不存在，该议员会看到提示消息: "The Organization that you are trying to donate money does not exist."（你想捐助的组织不存在。）
如果该议案得以通过，接收方组织号会收到议案里提议的资金数额，并会接收到提示。如果该议案被拒，系统保留的资金会回到国库内。
