Starting Day 1,665 (11 June 2012) every citizen belongs to a Division.
As of Day 3,165 (20 July 2016) there are five active divisions, four ground and one air division. All of the divisions are fighting in the battle rounds, first three rounds are dedicated to the ground divisions and every fourth round is dedicated to air division.

The citizen can check their division level on the profile page, section military attributes.
Changing divisions
The citizen can ONLY change ground divisions, and that usually happens automatically upon reaching certain experience level. When changing ground division, an alert will be sent.
There were certain events where as a prize you could get an opportunity to change the ground division as you prefer.
