שינוי במספר האיזורים

אם מספר האיזורים של המדינה משתנה קרוב לזמן הבחירות לקונגרס, מספר חברי הקונגרס לאיזור לא משתנה. לכן, מספר המועמדים שזכאים להתמודד ישתנה בהתאם.

מספר חברי הקונגרס במדינה או באיזור

מספר חברי הקונגרס שמייצגים איזור מסויים נע בין 1 ל-10, בהתבסס על מספר האיזורים בכל מדינה. בדרך כלל מספר חברי הקונגרס הוא 40. ניתן לראות את החלוקה של המושבים בקונגרס בהסתמכות על מספר האיזורים בטבלה הבאה:
