Overview

Dear members of Dutch Congress, below you can find a list of the active motions agreed by Congress. This list will be updated by the Chairman of the Congress.

Active motions

Starting A Fourth Q7 Weapon Commune

To increase the amount of weapons created for our military programs and our soldiers, we would like to use the money left unspent after Black Friday event in order to purchase another Q7 state weapon company. The company will be hosted together with the 3rd Commune owned by the DAF Commander Shawtyl0w, based on the exact same conditions.

The approximate costs would be around 1 150 Gold.

Starting A Fifth Q7 Weapon Commune

To increase the amount of weapons created for our military programs and our soldiers, we would like to invest in a fifth state-owned Q7 company. These costs will be acquired from the budget (which is especially large this month, considering the additional income due to last month's wars) as well as the Monetary Market. The company will be hosted by NoTie112, and payment of Q7 weapons to the state can occur immediately after approval by Congress.

The approximate costs to be refunded for this service would be 1 150 Gold, which is similar to previous approved Communes.

Starting A Third Q7 Weapon Commune

To increase the number of weapons created for our Army, we decided to create another Q7 weapon company. The company will be hosted by the DAF Commander: Shawtyl0w. We want an accord of Congress for doing so, as we are using a part of our Gold reserve for.

Black Friday Fund

For legal reasons we'd like to request Congress to approve the Government on the Black Friday to be able to spend this sum (3000 Gold) on aiding citizens in purchasing Black Friday-related purchases, provided they are the most 'rational' pick for said players (to be overseen by the Ministry of Finance during Black Friday).

State Properties in the finance sheet

Properties

It's interesting to know what we have, but the locations of our funds are not really interesting as long as it is known to some people, so we can find it if necessary.

What are our state properties?

I think the value of the different aspects should be published, eventually with a specification, f.e.

• what state companies do we have
• how is our CC/gold divided: MM speculation, Emergency Fund, reservations for upgrading state companies, reserved donations for special goals, free available money which isn't assigned yet to a target

Income and expenses

What is our income and expenses, f.e.

Income

• Normal income --> Gov budget which is tax income (workers tax, congress tax?, other taxes?)
• Special income --> MM speculation income, donations etc.

Expenses

• Normal expenses --> Gov expenses, subsidies, MoD expenses, contractual expenses (maple/tulip-agreement)
• Special expenses --> Special programs for new player which are funded outside gov budget etc.

Structure and Guidelines for DAF

1. Political influence

1.1. Appointing commanders

The appointment of a new DAF commander can be instigated by:

• A motion carried through congress in case of a commander refusing to follow government orders in which battle priorities resulting in the Daily Order are specified.
• This action is taken by the MoD or CP.
• The current commander wishing to stop his commander activities and responsibilities.
• Members of the MU contacting a congress member who starts a vote for a new commander in congress.
• In case of a vote to help an MTO of the MU the vote will be declared inadmissible and nothing will happen as the State MU should never be compromised.

The commander of DAF can be politically active in both the government and congress. The commander of DAF is preferred to be of Dutch nationality.

When the DAF Commander has to be replaced and no new commander has been appointed yet, a 2nd commander will take over the role of commander for the time being (NOT the MoD).

When one of the DAF Commander appointment procedures is instigated a forum thread has to be opened by the MoD, CP or CoC/dCoC. The topic of this thread is to find volunteers for the position of DAF Commander. Candidates will have 48 hours to apply for the position after which the thread will be closed. The CP and MoD decide which candidates become part of the vote for the next DAF Commander. After they decided which person will become DAF Commander the soldiers of the MU will have a vote, if more than half of the soldiers vote NO, the CP and MoD will have to find a new Commander.

1.2. Communication

Official DAF order can be shared in the DAF feed by the MoD team, the DAF Commander and 2nd commanders, and the country president. Orders shouted by any other players will not be regarded as official orders.

The MoD or CP should start an MU Commanders chat including the DAF Commander every month within 2 days after the beginning of the term. If this isn’t done by the MoD or CP the DAF Commander will start the group chat including the MoD and MoFA team, CP and all MU Commanders in eNL* (Excluding Chilean Army).

• As long as the MU Commanders chat isn’t created the MU will follow the last provided prio’s and orders.

DAF Feed:

• Swearing, spamming, 'personal' political messages are not allowed in the DAF Feed. *Messages from the government are allowed e.g. vote for congress elections etc.
• Personal articles may be posted in the DAF feed when they are informative about eRep changes, regard missions, war related or offer benefits to other players.

1.3. Use of DAF setting CO's.

The MU Commander is responsible for the separation of DAF budget(currently 55k cc) and the money donated by the government used to set CO’s in important battles.

The government ordered CO’s should be set by the dictator MU or DAF(State MU). When possible DAF should be used to set CO’s in important battles, not a private MU of an active Commander. When the DAF Commander isn’t online this job falls to the Dictator MU.

• The CP and MoD or Dictator (with CP approval) are allowed to order the MU Commander to set a CO in a war.
• Only use the money provided by the government or personal donation on behalf of the government.
• The money should be provided by the government 'before' CO is set.

2. DAF structure

2.1. Who becomes commander, 2nd commander and captain? What are the tasks of a commander? (has to be trusted by both the MU soldiers and the politicians)

• Set Prios to ensure DO options.
• Set DO’s according to MoD orders when needed.
• Set a DO if none is active.
• Set CO’s when asked by CP or MoD.

What are the tasks of a 2nd commander? (has to be a respected soldier)

• Support the commander when needed.
• Set DO’s according to MoD orders when needed.
• Set a DO if none is active.
• Communicate with regiment members, offer help and distribute dafatar link.

What are the tasks of a captain? (has to be an active soldier)

• Set a DO if none is active.
• Communicate with regiment members, offer help and distribute dafatar link.

2.2. How will the regiments be divided?

Regiments will be divided as follows:

Soldiers:

• Regiment 1 - Recruits
• Regiment 2 - Currently not used
• Regiment 3 - Active soldiers (D1-D2) / All inactive ‘strength training soldiers’
• Regiment 4 - Active soldiers (D3-D4) / All active soldiers
• Regiment 5 - Inactive soldiers
• Regiment 6 - Will be used when missions and objectives appear (all active soldiers will be moved here)
• Regiment 7 - Respected(inactive) and dead DAF Soldiers who will remain a member of this MU eternally.

Commanders and captains:

• Regiment 1 - Active captain welcoming new soldiers
• Regiment 2 - no captain or commander
• Regiment 3 - 2nd commander & captain
• Regiment 4 - Commander & 2nd commander
• Regiment 5-7 - no captains or commanders

Depending on the amount of active soldiers regiment 3 and 4 are divided based on division so that we can communicate orders based on divisions more easily. Regiment 3 will become another inactive soldier regiment specifically aimed at people who two click and train their strength. If there are little active soldiers all active soldiers will be placed in regiment 4.

2.2 Activity check

Soldiers will be listed based on the last day they made a ‘kill’ on the battlefield.

• 1 - 14 days ago, listed as active
• 15 - infinite, listed as inactive

Other than this way of determining activity MU commanders and 2nd commanders will check every soldier on his/her strength training activity. In case of mission rewards which don’t have an expiration date inactive soldiers who actively train in their training grounds will fill the remaining spots in regiment 6. Training activity will be monitored

3. Military Voice

3.1. A representative of the Soldiers

The MU Commander represents the soldiers under normal circumstances. When the soldiers disagree with the commander's decisions they can contact a congress member or MoD asking for a vote for a new commander. It is up to the MoD and congress to debate and decide if the commander indeed is not fit to serve anymore. As the MU Commander represents the soldiers he has to do so (when needed) on forum, in game and on IRC.

3.2. State MU follows government military orders, what are the exceptions? In case of a PTO or MTO state MU DAF will not follow the orders of the government/dictator. In this case, the last elected eNL government and the MU Commander will coordinate prio’s and help free our country.

Fighting against our allies in important battles is strongly discouraged.

• The Commander and government members are not allowed to fight against the Netherlands or its direct allies (current Orion members) unless a region is being released or other strategic purposes.
• Other MU members are allowed to win a BH anywhere they see an opportunity.

Issue money program

• The project has an operator, this operator can be chosen by the government as they like and it can be any player who is a citizen of the Netherlands.
• After gathering the gold of all the participants in the country treasury, the operator will publish a list with all the relevant data (participants+gold amount; starting gold amount; ending gold amount; the amount of gold to be converted).
• The Issue money law and the donation law can be started when the relevant data is published and they don't have to follow normal debating and voting procedures.
• The issue money law contains a link to the relevant data for the current cycle in the project
• The donation will be made towards EN Brigade HQ

Additional:

• Donations to the country currency should be done while in direct contact with the operator (IRC or pm while simultaneously online), this way the operator can be sure the donation is done by the specific player.
• Donations without direct contact are at your own risk (screenshots can be manipulated).
• Distribution of the country currency will be done as soon as possible after the donation law is completed.

Congress requests the Country President to give a Ridder or Officier medal in the Orde van Oranje-Nassau (up to the CP to decide what medal, these medals require a public Presidential statement) to both Gen. de la Rey and Willem The Conqueror. For their great media activity the last year or so
