After Romania attacked Iran, Liaoning was in danger.
This city has High Iron resources & is one of the most important city for Iran, so we should protect it.
Therefore NEC started RW in Shandong & let it get back to China. So Romania couldn't reach to Liaoning until they attack China & if they did that, all China's MPP would be activated!
