Q1Commune was the owner of the people's Q1 industries in the Soviet Union. Q1Commune was created after the communist rise to power in April 2008 to be the umbrella organization of soviet Q1 enterprises. During the Norwegian occupation, it provided goods to the Russian population, and it continued to do so after the liberation.

After the inauguration of the Communist Party in the Duma in April 2008, there was a change in policies. While the previous government had done nothing to decrease the number of homeless citizens, the communists considered a place to live a human right, and a prerequisite for social democracy. Manifesto and his new government had to address the problem of homelessness quickly. From April and until the Norwegian occupation, many public projects were completed, and The government rapidly reduced homelessness.
In line with the teachings of Marx, the tenements and houses were not built exclusively to meet the bare, direct needs of the working class. Instead, great importance was attached to satisfying and refining the aesthetic needs of the proletariat. Under Norwegian administration, many working class buildings decayed, while the most beautiful and spacious houses were taken over by Norwegian officials and capitalists. After the partial liberation of Russia, the project of supplying everybody with a house was revived.

Unemployment and poverty existed side by side with the remnant of feudal society, landowners. This meant workers were deprived of their right to eat, as they could not afford food. People died naked from hunger and cold on the streets. As part of the project to raise living standards, the communist government collectivized farming and put hundreds of workers to work in order to produce food for the starving people.
When the Soviet Union regained its independence, the food industry and the collectivized farms were split up into two different branches, to increase productivity in the farming section. At the beginning of the new Soviet era, the majority of workers were transformed into farmers, and the supply of grain is planned to meet the demands of the food industry and ensure soviet survival under a blockade for weeks.

After Russia regained the independence the name of the company was changed from Soviet Food Reserve to Soviet State Food.
