Saltpeteris one of the 5 resources that gives bonus to weapon and weapon raw material companies. If linked to the capital, it provides 25% bonus, and if it's not linked to the capital it provides 12,5% bonus. Even if a country owns more than one saltpeter resource the productivity increase will be limit to 25%.
