User-created position
Traditionally, the Speaker is elected by internal voting process of the members of the Congress members itself.
The role of the Speaker is to implement law and order in the very Congress, keep clean congress section on the forum and keeping things moving along. Usually one of the roles is leading the meetings and having a final voting right in tight voting processes and to take appropriate action against members of congress who are acting inappropriately
If the Speaker is unable to be present on a meeting, the Deputy Speaker takes his place, gaining temporary Speaker-like power.
It is expected that the Speaker will remain neutral and impartial at all times.
The Chairman of Congress, often abbreviated as CoC is a user-created position that exists in many eNations such as the Netherlands and Switzerland.
Australia
The Speaker is the presiding officer of the Senate of Australia and stems from the RL equivalent to care for the body of the Senate, officiate over Bill hearings and votes, conduct the process of nominations and ballots for the office of Speaker for the incoming term of the Senate regardless of their re-election, communicate with the Prime Minister on matters of policy and act as the Senate's representative to the people. In the Australian system, the Speaker is the head of the legislative branch of the government.
In practice, the Speaker is also Moderator of the Senate forum and can issue, modify and warn guidance to its members. In good service, the Speaker would not procedurally vote so as to uphold the impartiality of their office, above party politics and personalities, yet stand in to break any tie. However, there is no current law in Australia to regulate how the Speaker's vote is exercised on Bills/Proposals of Law.
One of the Speakers was Senator TJ Norton and his Deputy Speaker was Wally Wilson - they were elected 29th December 2011.
Greece
Since the early days, and as it occurs in real-life, the parliament of Greece is operated by the Parliamentary Bureau ("Proedreio Voulis" in Greek) as stated in the Articles of Association of the Congress. It consists by 5 members, each one being a congressman by each of the top 5 parties, as selected by their party president. One of those five becomes President of the Parliamentary Bureau, while the other four remain normal members of the parliamentary bureau. The president is being elected after an internal voting of the rest of the congress members, if there are more than one candidates.
Their job is to control and moderate the actions and discussions of the Congress. Also responsible to inform the Congress of the government's proposals and decisions, prior to the official law proposals, as they are usually the main bridge of communication between Government-Congress. In general, their job is to enforce the Articles of Association of the Congress.
The president of the parliamentary bureau is responsible of all of the team's actions, making him/her at the same time the most important congress member of the congress term, and if he/she is unavailable when there's need, one of the members takes his/hers place.
