Actually it wasn't anything like that, at the time switzerland signed an Alliance with Norway the Spanish Goverment changed hands, PMV ( MVerslayer ) had been just elected, but the ex-president didn't bother to inform the new goverment to appoint a representative for the MA, so we had the vote and the representative ( at the time ) for Spain voted YES, it wasn't untill after war was declared that he informed us that we wasn't the real representative, but all countries "except" Spain voted YES.
