Congress section
Editors should be allowed to manually input the total number of seats, because sometimes that number is not 40. Instead of just number editors should input "X/Y" and the percentage can then be correctly calculated. --

- I was just going to say it. Not every contry has 40 seats in congress. It can be 10, 20, 30, or even more than 40. --Bogohulja 11:17, 23 August 2013 (PDT)
