**if we put it filling right to left, top to bottom, we will get a wider table, that might don't match with some pages, as it's a bit probable that the taxes will appear at around the bottom of the country template, so we got, or an excesive blank space somwhere, or templates overlaps (is that even possible?);

**if the order is first top-bottom, which might match with country template, then we will get a blank cell on the table in the middle column, or maybe in the first, but certainly not at the end, since putting a raw material separated from the others might look really bad;
