Definitions Within This Act

Area Of Jurisdiction - A region in which either the Ministry of Education (MoE) and Board of Education (BoE) control. In this case, the MoE is in charge of in-game mechanics via. funded programs. The BoE is in charge of role-playing and behaviour-mechanics created in eRepublik through free, non-government funded programs.

Associated Projects - Projects in which both the Board of Education and Ministry of Education, can both work on together in agreement.

Board of Education - An organisation which already exists but is being written into legislation by this act. This group of 1-4 people who are responsible with the jurisdiction over the eUniversity.

Congress - The group of citizens elected on the 25th of each month.

eUniversity - The body of Education which currently exists independent of government control, this is inclusive of the section of the forums entitled The National Education And History Centre and subsequent subforums, The eUniversity Organisation and other affliated bodies.

Formal Writing - A note addressed to the reciprient which contains serious intentions regarding the issue at hand.

Foundation Status - Independent finances derived from donations and personal funds.

Funding - Money given out from the government or a private body to a specific person or group to use to support a specific program of feature.

Game Mechanics - The features taught by the Ministry of Education. These can range from the war modules, to political modules, to economical modules, and even the V2 modules comparisons to V1.

Government Positions - Positions governing the country within or outside of the executive body (Cabinet).

Group Vote - A vote in which both congress members and the Board of Education members can vote in. The same rules apply for a majority and a super majority.

Majority Vote - A majority vote is 50%+1 of congressional votes on an issue.

Minister of Education - This term refers to the appointed member of the executive (Led by the Prime Minister), who heads the Ministry of Education. This person will focus on the Ministry of Education teachings.

Ministry of Education - This refers to the current body under the executive which is in charge of government funded and provided education, it is headed up by a Minister of Education who is chosen by the executive every term

Role-Play - A feature of eCanada which is not enshrined within game mechanics.

Super Majority Vote - A super majority vote ,also called a super majority) consists of a result on one topic, that the winning side has more than "66%+1" of the votes.

Theoretical Education - Education on central game and role-play concepts derived from the eUniversity.

Vote of Confidence - A Congressional vote detailing whether there is trust and confidence placed in an official, it is to be decided by either a majority or a super majority.


Procedure:

1. The eUniversity will be run by an Educational Board.

A. This board will consist of no more than four persons but no less than one person at any one time

i. In the event of the resignation, death or removal of a member of the Educational Board, a new member will be elected by the majority of the board should they choose, or, if the board only consists of one citizen, congressional nominations which will then proceed to a vote.


ii. The majority for the election of a candidate in replacement of a singular (Lone) board member will be set at 51% and only due to conditions (1A, 1B, and 1C).


B. A board member may resign at any time.

i. Submitting their resignation in formal writing to every other member of the board will constitute as a resignation.


ii. A board member may be removed from their position with either a 51% majority within the other board members, or, if this is not possible, a 66% majority within congress.


C. A board member may hold other government positions, inclusive of Minister of Education and other eUniversity related positions during their tenure in office.

D. New Educational Board Members can be elected at any time through a 66% majority within the standing Board of Education


2. The eUniversity will not be subject to any Executive branch or congressional directive control and shall be recognised as a depoliticised (Public) organisation.

A. This includes appointments to leadership, delivery of education, educational projects and any other assorted associated project, unless so authorized by the Board of Education (But excluding collaborations).

B. The eUniversity will not be under government jurisdiction, but rather will have various connections with the government in the following.

i. The eUniversity shall have foundation status and be subject to public and government donations and independent control over its finances.


ii. The eUniversity shall be compelled to produce a balance sheet at the end of each three months to indicate where donations have both come from and been recieved.


iii. Government donations shall follow the usual procedure and may be included in the budget.


C. The eUniversity will remain as apolitical as possible (I.E It will not have a party affiliation).

3.Both Bodies Shall Provide Public Education to the general public using a range of methods

A. No one body will be limited to one educational method and resources may be pooled across both departments with written agreement from both parties

B. The Ministry of Education is obliged to provide extensive education to new citizens regarding In-Game mechanics and other related concepts

C. Every new citizen has the right to a basic education

Ci. This is to be provided with collaboration from both the eUniversity and the Ministry of Education


D. The eUniversity is obliged to provide extensive education focussing mainly on the theoretical and role-playing aspects of eCanadian society and eRepublik at large.

E. Citizen mentoring schemes, although the primary duty of the Ministry of Education, can be extended through to the eUniversity when needed to provide advanced education for those wishing to seek it

4. The eUniversity and Education Ministry will be subject to standard reports which shall be published monthly before the 5th of the month in question

A. These reports should cover various aspects of the eUniversity.

i. What the stated body has done to improve the education of citizens over the term.


ii. What the long term aims of the department are.


iii. How those aims intend to be achieved.


B. These reports should be made publically available and published within the appropriate media(s).

C. Each group is responsible for their own department.

i. The Minister of Education is responsible for the publishing of the comprehensive report on their department.


ii. The Board of Education is responsible for the report published regarding the progress of the eUniversity.


D. Failure to submit a report will subject may show the relevant body to (5)


5. The failure to comply to the terms of this act may lead to the immediate removal of either official(s) which will be decided by a 66% notion of no confidence within a singular congressional vote.


6. It is the duty of the Board of Education to regularly review this document

A. Amendments may be proposed from either congress or the board fo Education, in either case, the following must happen.

i. Congress or the Board of Education (depending on the side in which proposes the amendment) must first pass the amendment to the Board of Education to review, and accept or refuse.


ii. If refused, a reason must be released from the Board of Education. Once approved, the proposed amendment must go back to congress for a vote (6AIII).


iii. Congress must achieve a 66% majority on the proposed amendments, for the it to become official.
