Don't mess with files, please!

Hello editor,
According to history of file File:Taxes2.jpg, you uploaded three times the same file.
I have to warn you from doing so in the future, since updating an existing file is the same as editing a page and we firmly deprecate loads of edits to single pages in a small amount of time.
Please try to be more careful when you update files.

Dear editor, I would just like to tell you that new Image policy has been implemented and I would like to ask you that when uploading try to name your file with some sense, especially citizen files which should be CitizenID.jpg (ID can be found in profile page of the citizen).
