World War V was an inter-continental war that began in March of 2011. Though many countries have participated in the linked conflicts, the primary belligerents have all been members of the three active alliances that existed at the time, these being Terra, ONE, and EDEN. ONE has now broken apart splitting into CTRL and TWO, both maintain good relations with each other.

The war initiated in Europe, but shortly thereafter would spread to North America. Eventually the war would enter South America, then Asia, Africa, and finally, Oceania.  Though there would be primary theaters of battle, each of varying degrees, most countries throughout the world have participated through mutual protection pacts and associated alliances.

World War V developed during the later months of 2010 and early 2011 as a result of the changing nature of global alliances in the New World.  This was attributed to by the dissolution of Phoenix and a dwindling membership in EDEN.

The earliest beginnings of the conflict were found in a MPP signed between Poland and Hungary and the rejection of a new MPP with Romania by Polish congress in January 2011. This ultimately put Poland in an awkward situation, as they were currently at war with Romania, another EDEN member. Spain was anticipated to follow Poland's lead, entering the new ONE Alliance alongside Serbia and Iran.  As a result, Romania signed a MPP with Brazil and sent their troops to fight against Spain. This forced Spain to sign a MPP with Hungary. After that, an "Alliances split" began, with many members of both big Alliances (Phoenix and EDEN) leaving and looking for new friendships.

In December of 2010 Terra (previously known as PANAM) was created, and quickly developed good relations with EDEN states, though some members of both blocks were enemies at the time, such as Turkey vs. Greece and Romania vs. Russia. During this time Spain would sign a MPP with Serbia after leaving EDEN, and eventually ONE was declared an official alliance.

As a result of the collapse of the Phoenix alliance the New World saw, for first time ever, three alliances each with considerable alliance-stacks. Russia and France went to Terra, but signed a Non-Agression Pact (the Strasbourg Treaty) with the UK and Germany. The Republic of Macedonia (FYROM) and a region-swapping Montenegro supported ONE, and Turkey (a former PANAM member), though previously neutral, also became pro-ONE.

The war would not prove to cause an outbreak of global hostilities, perhaps largely due to Terra members Brazil and Argentina taking a stance of non-involvement.  At the same time, since Indonesia was not a ONE member, they too would ultimately gain little support from signer-states of that alliance. Eventually the Indonesia-USA War would run its course and end in a stalemate after both the USA and Indonesia continued respective counter-attacks against Papua and Hawaii in a protracted battle cycle that lasted a little more than 20 days.

The lack of external involvement by allies and stalled military advancements on both sides, allowed a brief period of peace for the remaining countries.  However, this peace would be shattered when Poland, a ONE signatory and charter member, would launch an aggressive attack against Terra-allied France and neighboring Germany.

The war would cross continental borders, first beginning in Europe, but shortly thereafter taking hold in North America.  After weeks of fighting in Europe, ONE forces would gain the initiative and eventually invade South America as well.  Eventually the war would spread to Asia as China came to the assistance of its European allies and Serbia invaded Russia in an attempt to capture territories in the east.  By late April of 2011 the war had spread to Oceania as Indonesia attacked Australia.  This, together with a South African attack upon Brazil, brought the war to every continent in the New World, making the war officially global.

The Balkans are one of the major battlefields of World War V, with all countries in the general region having seen some action. Serbia and Hungary each had been in a long war with their respective hostile neighbors, Croatia and Romania. Both of these wars had resulted in a stalemate for some time, however, eventually both Serbia and Hungary began to push deep into their rival's territory.

Eventually Croatia succumbed to the Serbian attack, with the country being conquered on April 2, 2011.  This would free Serbia up to assist in further ONE-allied battles.  Romania suffered heavy loses as well, as Hungary pushed deeper into their territory. Eventually both Croatia and Romania would fall as a result of the Fourth Balkan War.

Meanwhile, yet another Greece-Turkey war began, as Turkey slowly began to strengthen its ties with ONE, while Greece held an established EDEN seat. Turkey (Which had previously been conquered entirely by Greece) regained its regions back and then proceeded to conquering the Greek homeland.

During the beginning of the Balkan War Bulgaria wasn't involved directly in the battles, but did help its allies through various Mutual Protection Pacts. During this time Bulgaria was already at war with Iran in its colonies in the Middle East. Eventually Bulgaria declared Turkey as a Natural Enemy after Marmara was conquered by Turkey again (thus creating a border between the two countries). After several battles the war approached a stalemate when both Serbia and the Republic of Macedonia(FYROM) declared Bulgaria as a natural enemy.  Thereafter Bulgaria had to fight on four fronts; three in the Balkans, and one in the Middle East. Eventually Bulgaria would fall to the ONE invasion of Bulgaria.

After some time Croatia reemerged through resistance wars and attacked Montenegro, fully conquering it on April 24, 2011.  And though struggling, Romania would also slowly begin to liberate its regions being held under Hungarian occupation.  Bulgaria would also reemerge during this time as it battled against ONE forces that had occupied the country, and eventually take the conflict to the Republic of Macedonia (FYROM) during the Bulgarian Independence War.

As a result of continued pressure on Serbia, Poland and Hungary once again began attacks upon regional EDEN powers.  In particular ONE initiated another attack upon EDEN during the ONE invasion of Romania, this time with direct assistance of Poland after that country had secured territories during the Ukraine-Turkey War which had given Polish forces access to the Romanian homeland.

As the war raged in Eastern Europe, the Republic of Macedonia (FYROM) launched an incursion into Italy from their rented colonies in occupied Montenegro. On the 31st March, the United Kingdom declared Belgium as their Natural Enemy and attacked Flanders in an attempt to enter the front. Shortly before the attack Belgium signed MPPs with ONE allies, which coupled with the refusal of some soldiers to fight, allowed them to make a strong defense against the UK assault.  Belgium would respond by attacking the UK homeland in the following days.  As the war continued the UK's position in the war changed, with some citizens seeking to respond to provocation from nearby Ireland.  The situation eventually resulted in a fracture within the joint Terra-EDEN alliance, ultimately leading to the UK choosing to leave the Terra alliance, drop out of the war and adopt a stance of alliance neutrality despite Irelands subsuquent attack upon her leading to the Second Anglo-Irish War.

Eventually, the war would enter South America, then Asia, Africa, and finally, Oceania. Though there would be primary theatres of battle, each of varying degrees, most countries throughout the world have participated through mutual protection pacts and associated alliances.

Background

Main articles: ONE, Terra, and EDEN

World War V developed during the later months of 2010 and early 2011 as a result of the changing nature of global alliances in the New World. This was attributed to by the dissolution of Phoenix and a dwindling membership in EDEN.

The earliest beginnings of the conflict were found in an MPP signed between Poland and Hungary and the rejection of a new MPP with Romania by Polish Congress in January 2011[2][3]. This ultimately put Poland in an awkward situation, as they were at war with Romania, another EDEN member. Spain was anticipated to follow Poland's lead, entering the new ONE Alliance alongside Serbia and Iran. As a result, Romania signed an MPP with Brazil and sent their troops to fight against Spain. This forced Spain to sign an MPP with Hungary.

Russia. During this time Spain would sign an MPP with Serbia after leaving EDEN, and eventually |ONE was declared an official alliance.

As a result of the collapse of the Phoenix alliance, the New World saw, for the first time ever, three alliances each with considerable alliance-stacks. Russia and France went to Terra, but signed a Non-Aggression Pact (the Strasbourg Treaty) with the UK and Germany. The Republic of Macedonia (FYROM) and a region-swapping Montenegro supported ONE, and Turkey (a former PANAM member), though previously neutral, also became pro-ONE.[4] Although for some time many of the countries had maintained long-standing friendly relations with members of the opposition, eventually the two blocs would come to loggerheads in late March of 2011.

The Tri-Alliance Cold War

Following the collapse of Phoenix, there was a brief Cold War that developed between the three alliances (ONE, Terra and EDEN), as each respectively gathered their alliance stacks, began forming more cohesive international and intra-member relations, and positioning their allies against their perceived enemies. This "Cold War" did included some physical battles like the resistance wars, opened by the US to regain control of Polish-held states such as Tennessee, Illinois, and Arizona, forcing Poland to move to the south and take control of much of Mexico.

Rhetoric on both sides would permeate the global media as the war approached, with Serbia baiting the USA by claiming they wanted "free Texas", and Poland shifting its territories in Mexico to accommodate a potential attack upon North of Brazil.

During this time Spain would actually enter into South America through Venezuela, raising some concern from Brazil and Argentina.

The Great Pacific Fire Drill (aka Indonesia-USA War)

The first signs of an approaching war spreading outside of Europe were heard during the Indonesia-USA War, in which Indonesia, a country with strong ties to both ONE and Terra members, launched an unprovoked attack upon the USA. At the time, some feared that this conflict would precipitate a global conflict, despite the fact that Indonesia was not a formal member of ONE and still enjoyed relatively positive relations with significant portions of the US-backed Terra alliance, such as Argentina and Brazil.[5]

The war would not prove to cause an outbreak of global hostilities, perhaps largely due to Terra members Brazil and Argentina taking a stance of non-involvement. At the same time, since Indonesia was not a ONE member, they too would ultimately gain little support from signer-states of that alliance. Eventually, the Indonesia-USA War would run its course and end in a stalemate after both the USA and Indonesia continued respective counter-attacks against Papua and Hawaii in a protracted battle cycle that lasted a little more than 20 days.

The lack of external involvement by allies and stalled military advancements on both sides, allowed a brief period of peace for the remaining countries. However, this peace would be shattered when Poland, ONE signatory and charter member, would launch an aggressive attack against Terra-allied France and neighboring Germany.

From there, the dominoes would fall and the conflict would cross continental borders, sparking another World War.

Theaters of Operation

The war would cross continental borders, first beginning in Europe, but shortly thereafter taking hold in North America. After weeks of fighting in Europe, ONE forces would gain the initiative and eventually invade South America as well. Eventually, the war would spread to Asia as China came to the assistance of its European allies and Serbia invaded Russia in an attempt to capture territories in the east. By late April of 2011, the war had spread to Oceania as Indonesia attacked Australia. This, together with a South African attack upon Brazil, brought the war to every continent in the New World, making the war officially global.

Europe

Poland

In March 2012, Croatia and several other EDEN/Terra nations invaded Poland. Due to a much larger opposing alliance and serious tanking from Croatian troops, Poland's territories were lost quickly. This was a surprise attack, and a myriad of resistance wars was sparking up.

Balkans

The Balkans are one of the major battlefields of World War V, with all countries in the general region seeing some action. Serbia and Hungary each had been in a long war with their respective hostile neighbors, Croatia and Romania. Both of these wars had resulted in a stalemate for some time, however, eventually both Serbia and Hungary began to push deep into their rival's territory.

Eventually, Croatia succumbed to the Serbian attack, with the country being conquered on April 2, 2011. This would free Serbia up to assist in further ONE-allied battles. Romania suffered heavy losses as well, as Hungary pushed deeper into their territory.[6] Eventually both Croatia and Romania would fall as a result of the Fourth Balkan War.

Meanwhile, yet another Greece-Turkey war began, as Turkey slowly began to strengthen its ties with ONE, while Greece held an established EDEN seat. Turkey (Which had previously been conquered entirely by Greece) regained its regions back and then proceeded to conquer the Greek homeland.

During the beginning of the Balkan War Bulgaria wasn't involved directly in the battles, but did help its allies through various MPPs. During this time Bulgaria was already at war with Iran in its colonies in the Middle East. Eventually, Bulgaria declared Turkey as a Natural Enemy after Marmara was conquered by Turkey again (thus creating a border between the two countries). After several battles, the war approached a stalemate when both Serbia and the Republic of Macedonia (FYROM) declared Bulgaria as a natural enemy. Thereafter Bulgaria had to fight on four fronts; three in the Balkans, and one in the Middle East. Eventually, Bulgaria would fall to the ONE invasion of Bulgaria.

On 29 April 2011, Bosnia and Herzegovina launched a preemptive attack upon Serbia after word of an impending Serbian attack spread throughout Bosnia.[7]

On 1 May 2011 Bulgaria, Romania and Croatia had declared Serbia as Natural Enemy, starting a 4-front war on Serbia. Later Croatia conquered Belgrade, Serbia's capital.

The EDEN invasion of Serbia would come close to conquering the nation, but Serbia was able to push the forces back before losing it last remaining region.

As a result of continued pressure on Serbia, Poland and Hungary once again began attacks upon regional EDEN powers. In particular, ONE initiated another attack upon EDEN during the ONE invasion of Romania, this time with the direct assistance of Poland after that country had secured territories during the Ukraine-Turkey War which had given Polish forces access to the Romanian homeland.

The ONE invasion eventually led to Romania being conquered for a second time during World War V on May 29, 2011.

Central Eastern Europe

At the outset of the Second Poland-Germany War, Russia briefly engaged against Poland on the eastern front, though would be beaten back rather swiftly and geographically locked out of the conflict in the weeks to come. Russia would then only be able to engage their enemies through Mutual Protection Pacts.

However, on April 18, 2011 Serbia launched an attack upon Russia by way of its occupied territories in occupied Bulgaria, resulting in the Serbia-Russia War.

Some weeks after Serbia's failed invasion, the Central Eastern European Theater would erupt once again, largely as a result of Ukraine attempting to become more active in the global war.

Ukraine had remained largely uninvolved in the war during the early days, but eventually did engage against ABC and ONE as part of the Second Baltic War (see below). However, once Ukraine had been blocked from further attacks on Baltic nations, it turned its attention south toward Turkey. This would eventually lead to the Ukraine-Turkey War, during which the country of Ukraine was conquered by Turkish and ONE forces.

After Ukraine fell, Turkey would continue to press the attack by invading Russia during the Turkey-Russia War. Russia was also at the same time embroiled in the then ongoing Second Baltic War.

After Ukraine would regain its independence, it would be shortly reconquered by Serbia, allowing it to border Russia once more. Serbia would move on to invade Russia, eventually giving it access to Asia once more.

Italian Front

As the war raged in Eastern Europe, the Republic of Macedonia (FYROM) launched an incursion into Italy from their rented colonies in occupied Montenegro. Eventually, Slovenia would also attack Italy's northern regions once they had completed their engagements against an ultimately conquered Croatia. Italy was conquered on April 6, 2011. This allowed the Republic of Macedonia (FYROM) to gain territory within striking distance of the Third Spain-France War and the Western Front.

Western Europe

The Western Theater of World War V developed out of series of natural enemy proposals, the first of which was Poland against Germany. The latter country would also shortly thereafter propose a NE against the former on March 20, 2011. This was followed by a Polish assault on the German territory of Hesse on March 21, 2011.

At the time Germany was in a training war with nearby France, but quickly reordered its natural enemy to combat the encroachment. Germany had been contemplating membership in the Terra alliance in the days leading up to the attack, though would not become a signatory until the day of the Polish assault.

Fearing a coordinated ONE attack upon western allies, France also declared Poland as a natural enemy on March 22, 2011 (after Germany had joined Terra) in an attempt to assist Germany, who had already lost Hesse and Lower Saxony and Bremen. France liberated Lower Saxony and Bremen on the 23rd of March, but would be unable to hold it due to a new Spanish threat.

The following day Spain would enter into the conflict as a Polish ally, attacking and then securing Midi-Pyrenees, forcing France to reorder its forces to combat the new threat. The two countries had already been fighting on and off for weeks prior to the eruption of World War V.

Brazil entered the war by attacking the Canary Islands on March 25th. It would then push further into the Spanish territories of Andalucia, Murcia, and Castilla La Mancha in the following days.

Portugal, a country which had a rocky relationship with Spain, officially entered the Terra alliance on March 30, 2011 after being in a training war with the USA. Portugal attacked Spain at the same time as Brazil, but after a few battles, they would lose the borders with Spain. When Spain took Andalucia, both countries declared each other Natural enemy, and Portugal finally disappeared.

Around the same time as the initial Polish invasion of Germany, other ONE-allied countries would engage against EDEN members primarily in the east (see Fourth Balkan War). However, in the Western Theater, the Republic of Macedonia (FYROM) attacked Italy, securing the territory of Apulia on March 22, 2011, and slowly began pushing further into the Italian homeland. Eventually, Slovenia would also join the ONE-allied Italian front.

On the 31st March, the United Kingdom declared Belgium as their Natural Enemy and attacked Flanders in an attempt to enter the front. Shortly before the attack Belgium signed MPPs with ONE allies[8], which coupled with the refusal of some soldiers to fight, allowed them to make a strong defense against the UK assault. Belgium would respond by attacking the UK homeland in the following days. As the war continued the UK's position in the war changed, with some citizens seeking to respond to provocation from nearby Ireland. The situation eventually resulted in a fracture within the joint Terra-EDEN alliance, ultimately leading to the UK choosing to leave the Terra alliance, drop out of the war and adopt a stance of alliance neutrality despite Ireland's subsequent attack upon her leading to the Second Anglo-Irish War.

As the war continued to rage, France was able to liberate many of the regions it had lost to ONE forces, but Germany's liberation would take much longer and meet with far more difficulty.

On June 18th, Mexico attacked Azores, Portugal in an attempt of gaining access to Europe to their closest friend, Spain.

Baltic States

The First Baltic War war was started on the same day as the creation of the Alliance of Baltic Countries. The ABC alliance wanted to make the most of the resources around them; thus both Lithuania and Latvia declared Belarus as their natural enemy. After three days of fighting ABC won the battle and wiped Belarus off the map.

On April 29, 2011 the Baltic Front would ignite for a second time during the war, with Ukraine and Russia attacking regions in Belarus that had been conquered by ABC some weeks earlier. This renewed fighting would also pull Sweden, by then a new member of ONE, into the conflict.

As a result of Sweden's entry into the war, China would also enter the war on May 3, 2011, by using territories that had been occupied during the Serbia-Russia War. Sweden had attempted to expel China from the region through a resistance war in Northern Russia, but was unsuccessful. This would open up yet another front in the Second Baltic War. However soon Lithuania, the major ABC force was wiped out the world map and fire stopped with status quo for a month.

North America

On March 25, 2011 the USA launched an attack upon the Polish-held regions of Mexico, beginning in the Southeast of Mexico. The territory was conquered swiftly, allowing the USA to press the initiative further into Polish held territory.

The conflict was a result of the USA's membership in the Terra alliance. A few days earlier Poland had attacked Germany and France, resulting in the United States feeling obligated to assist their allies against the ONE aggression.

This war was marked the first time that ONE and Terra member-states would engage outside of specific regional zones (particularly Europe), indicating the war had become officially intercontinental, and global by countries involved both supporting and actively fighting.

The USA was ultimately unsuccessful in ousting Poland from occupied Mexico. As a result, they had to shift their attention to helping Brazil and France as both countries took heavy losses in Western Europe. Their first attack was upon the Spanish-held territory Galicia, which was accessed by way of Portugal.

After days of fighting in Europe, Terra forces repelled out of Spain. This was followed by a two-pronged Spanish attack against Maryland in North America and North of Brazil in South America on April 6, 2011. Spain conquered Maryland on April 7, 2011.

In response, the USA launched a second attack upon Galicia, but it was be repelled. Eventually, this allowed Spain to attack Alentejo, the last remaining USA territory in Europe, and force the USA out of Europe on April 10, 2011.

In addition to the Spanish occupation of Maryland, on April 12 the USA would face additional fronts in an invasion by Poland in the continuing USA-Poland War, and a new attack by Mexico during the Mexico-USA War. Poland attacked Delaware and Mexico attacked New Mexico. Meanwhile, Canada took occupation of the former USA Capital of Florida, Pennsylvania, and New Jersey during a Terra alliance-backed deal to limit the expansion of ONE forces into the USA Eastern Seaboard. The US Capital was thereafter moved to California.

By April 14, 2011, the USA was split as Spanish and Mexican forces met at the Mississippi River. This effectively cut off the Western States and the US Capital from the South and New England.

On April 16th the USA and its allies launched a series of successful counter-attacks that pushed all but the Polish forces out of North America by April 18th. However, ONE forces continued to attack the newly liberated territories and successfully once again regained a foothold in the USA, thereby beginning a second phase in the invasion.

During this second phase, Spain reentered the USA mainland and began to swiftly move deeper into the USA, primarily the South. As Spain continued to press further inland, its forces eventually reached the Mississippi River for a second time on April 23, and shortly thereafter launch an attack against Missouri. Meanwhile, Mexico occupied Arizona and pushed northward to Nevada. At the same time US resistance forces were finally successful in removing Poland from the Eastern Seaboard, and despite Spanish and Mexican encroachment, focused the American war effort on assisting Brazil in its struggling Poland-Brazil War.

After the Polish defeat in Brazil, the United States launched a two-pronged counter-offensive against both Spain and Mexico, beginning the process of liberating its original regions and then invading Mexico itself for the first time during the war.

Eventually, Spain was expelled from North America, with the exception of an isolated hold-out in Indiana, and Mexico would be significantly reduced in size as the two forces clashed deep in the interior of the Mexican homeland.

The Mexico-USA War came to a close on May 20, 2011, with a Mexican surrender and a peacefully agreed upon the annexation of the territories of Baja and Southeast of Mexico to the USA.

The USA-Spain War continued as Spain invaded the USA a third time. On June 18, 2011 joint ONE forces from Spain, Sweden, Poland, Hungary, and aligned-Indonesia, launched an unprecedented five-front invasion. The invading armies moved swiftly through the regions that had not been occupied by Spain, placing the USA in the precarious position of being fully conquered for the first time in New World history. As the war continued, it would also spread into an invasion of Canada. The two defending countries eventually fell. They have since regained their territories. As of January 2012, Canada, France and Ireland have conquered the UK and the US and Argentina have begun the 4th invasion into Spain.

South America

After sustained fighting in Europe during the Third Spain-France War, Spain defended its homeland against Terra forces, eventually pushing them off the continent. This would allow Spain to once again secure the Canary Islands and then eventually attack the strategically important territory of North of Brazil on April 6th. This would be the first time the belligerents openly engaged in South America in non-Resistance War conflict, broadening the war to yet another continent.

On the same day Spain would also attack the USA territory of Maryland.

Spain would briefly conquer North of Brazil and then launch a further attack into Center West of Brazil, which was repelled. Brazil would then begin a counter attack, reconquering its lost territory and then once again push back into Spain through the Canary Islands.

After repeated failed attempts by both forces to make long-term territorial gains, Poland took charge of the conflict by securing the Canary Islands through its territories in Mexico. This would eliminate a shared border between Brazil and Spain, limiting Spain's role on the front and putting Poland on the front lines, initiating the Poland-Brazil War.

On April 24th, Brazil successfully expelled Poland from all of its regions, and in the process removed Poland from the Western Hemisphere for the first time since 2010.

Months later, June 21st, Peru would regain its independence from Argentina and Brazil. Spain used this as a springboard, and a joint invasion of Brazil and Argentina commenced. Argentina lost all of its colonies along the west coast of South America, and was even nearly conquered itself. Brazil's original regions would be completely taken from Spain. After successful RW's in mainland Brazil, the country launched an offensive on Spain. As a result of Spain quickly lost regions because of the American/Brazilian assault, leaving Spain only with its capital.

Africa

After the Poland-Brazil War, Brazil would counter-attack an invasion by South Africa, who had taken the Polish invasion as an opportunity to liberate its original regions and then pursue an attack against the Brazilian mainland. This was quickly dealt with by Brazil.

Asia

The first full engagement between the alliances would come when China launched an invasion of Iran in an attempt to assist EDEN allies after they had suffered severe losses during the Fourth Balkan War, Adriatic War, and the ONE invasion of Bulgaria.

Shortly thereafter Serbia would attack Russia starting the Serbia-Russia War. After swift victories in Russia's western regions, the war would spread to Asia as Serbian forces pushed to Far Eastern Russia, providing the country with a doorway to open yet another front in North America.[9]

Serbia's plan to invade the USA through Alaska failed when they later lost 3 consecutive campaigns against China. Since then, Serbia has retreated back to the Balkans.

On June 11, 2011, Serbia would reach China through Russia and begin the war with a win in Inner Mongolia. Hungary, through Kyushu, with which it had gained a border due to the invasion of USA, also joined the invasion. Lastly, Iran would go through the Chinese-occupied Pakistani regions and join as the third invader.

Oceania

During the war Indonesia would attack Australia, initiating the Third Indonesia-Australia War. Though Indonesia was not an official member of ONE and still maintained a positive relationship with some Terra states, the war against Australia would represent yet another attack upon the last remaining EDEN member-states. The war, which began on April 18, 2011, was another in a long line of clashes between both countries dating to as far back as 2007.

On May 13, 2011, Argentina attacked New Zealand in the Argentina-New Zealand War. Though New Zealand and Chile had been warring for weeks prior, the inclusion of Terra-allied Argentina would bring yet another multinational conflict to Oceania.

Independent Conflicts

During the war, several nations not allied to EDEN, ONE, or Terra would also engage in wars with members of the above alliances, as well as with non-allied nations.
