I am a citizen of eSingapore and a minarchist.

The following is my idea for a constitution of eSingapore:

The Constitution of eSingapore

The following text is the foundational political framework of eSingapore:

Article I

Section 1. The Congress of eSingapore (CeS) is that body heretofore established as such by the administration of eRepublik.

Section 2. The CeS shall be composed of members selected at regular intervals by the qualified voters of eSingapore in the manner heretofore established by the administration of eRepublik.

No player shall be a member of the CeS who shall not have met the requirements for office heretofore established by the administration of eRepublik.

Section 3. In accordance with the framework heretofore established by the administration of eRepublik, the CeS shall have power:

  • to remove the President of eSingapore (the PeS) from office
  • to lay and collect income taxes, import taxes, and value-added taxes to pay the debts and provide for the common defense and general welfare of the citizens of eSingapore
  • to issue fiat money
  • to set a minimum wage of one eSingaporean Monetary Unit (SDG) per day for all official services rendered within the territory of eSingapore
  • to accept new citizens into the citizenry of eSingapore
  • to offer and pay a fee of five eSingaporean Monetary Units (SDG’s) to each new citizen of eSingapore
  • to declare military conflict against another state -- and
  • to establish defense installations and military hospitals within the territory of eSingapore.

eSingapore may also exercise powers which are not traditionally recognized by the administration of eRepublik. These powers consist of the power:

  • to establish a uniform policy of naturalization in adding to the citizenry of eSingapore
  • to grant letters of marque and reprisal and make rules concerning captures made by eSingapore in the course of military conflict
  • to raise, support, and regulate military agencies for the purpose of suppressing insurrections and repelling invasions within the territory of eSingapore
  • to make regulations establishing the official procedure of the Supreme Court of eSingapore (the SCeS) -- and
  • to make all policies which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this document in the government of eSingapore or in any department or agent thereof.

Whenever such powers in the latter category are exercised, they shall come into effect only upon the approval of a majority of the total membership of the CeS and the approval of the PeS. All proposals for exercising such powers shall be posted, debated, and officially voted upon in a secure section of the eSingaporean forum. The final version of such policy shall be posted following the final vote and followed by the explicit mark of approval of the PeS.

Section 4. No money shall be drawn from the treasury of eSingapore, but in consequence of appropriations made by official policy.

No title of nobility shall be granted by eSingapore, and no player holding any office of profit or trust under eSingapore, shall, without the consent of the CeS, accept any present, office, or title of any kind whatsoever, from any foreign state.

eSingapore shall make no policy respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of players peaceably to assemble, and to petition eSingapore for a redress of grievances.

eSingapore shall not infringe the right of its citizenry to keep and bear arms.

eSingapore shall make no policy feeding, housing, or providing with any kind of resource, material or money whatsoever any player in eRepublik, except when such player is in the direct military service of eSingapore.

eSingapore shall make no policy distributing goods, resources, or money to any other state, nor shall eSingapore accept any such offer made by any another state if refusal of such offer is possible.

eSingapore shall not permanently hold any overseas territories, colonies, or outposts; nor shall it expand its territorial borders for any reason other than justifiable self-defense, and, when such territorial acquisitions have been made, eSingapore must abandon such claims at the soonest practical time.

eSingapore shall enter into no interstate alliances, federations, or unions, except on a temporary basis as a result of dire military need.

The enumeration in this document of certain rights shall not be construed to deny other rights retained by the citizenry.

Powers not specifically delegated to eSingapore by this document are reserved to the citizenry and may not under any circumstances be exercised by eSingapore.

Article II

Section 1. The President of eSingapore (the PeS) is the official heretofore established as such by the administration of eRepublik.

Section 2. The PeS shall be selected at regular intervals by the qualified voters of eSingapore in the manner heretofore established by the administration of eRepublik.

Section 3. No player shall hold the office of the PeS who shall not have met the requirements for office heretofore established by the administration of eRepublik.

Before s/he enter on the execution of his/her office, s/he shall take the following oath or affirmation in the eSingaporean forum:

"I, (name of player), do solemnly swear (or affirm) that I will faithfully execute the office of President of eSingapore, and will to the best of my ability, preserve, protect, and defend the Constitution of eSingapore.

Section 4. The PeS shall be the commander-in-chief of the military forces of eSingapore.

The PeS shall have power, by and with the advice and consent of the CeS, to make agreements with other states in the form of contracts or treaties, provided a majority of the members of the CeS concur; and s/he shall nominate, and by and with the advice and consent of the majority of the members of the CeS, appoint ambassadors, other official ministers, and members of the Supreme Court of eSingapore (SCeS) – but the CeS may by official policy, and with the approval of the PeS, vest the appointment of such officers as they think proper in the PeS alone.

The PeS shall receive ambassadors and ministers from other states, and shall take care that the policies of eSingapore be faithfully executed, and shall commission all the military agents of eSingapore.

Section 5. The PeS and all agents and officers under his/her authority shall be removed from office on impeachment for, and conviction of, treason, bribery, or other high crimes.

Article III

Section 1. The judicial power of eSingapore shall be vested in one Supreme Court of eSingapore (the SCeS). The members of the SCeS shall hold their offices for three eSingaporean Presidential terms as heretofore established by the administration of eRepublik.

Section 2. The judicial power of eSingapore shall extend to all controversies or disputes arising under this document, the official policy of eSingapore, or any interstate agreement made under the authority of eSingapore.

When it is believed that a provision of this document, an official policy of eSingapore, or any interstate agreement made under the authority of eSingapore has been violated, the accuser shall file suit against the accused violator in the SCeS. If the SCeS believes the case to be valid, it shall accept the accuser’s case and hear arguments from both the accuser and the accused, including any relevant witness testimony. Once all arguments have been heard, the SCeS shall rule in favor of one or the other party, and such decision shall be posted in the eSingaporean forum. All such decisions made by the SCeS shall be final and binding until overturned by the same court in another case.

If a citizen of eSingapore believes that eSingapore has made a policy inconsistent with any provision of this document, s/he may take his/her case to the SCeS in the aforementioned manner. If the SCeS rules in favor of the accuser, the offending provisions of the said policy shall immediately become void.

Section 3. The SCeS shall be composed of three members, each nominated by the PeS and confirmed by a two-thirds vote of the CeS. No player shall be a member of the SCeS who is not a citizen of eSingapore and a regular resident of its territory.

The nomination and confirmation of members of the SCeS shall be posted, debated voted on, and proclaimed in a secure section of the eSingaporean forum.

Section 4. The approval of two of the three members of the SCeS shall be adequate in establishing a decision of the SCeS.

Section 5. Treason against eSingapore shall consist only in conducting military operations against it, or in adhering to its enemies, giving them aid and comfort. No player shall be convicted of treason unless on the testimony of two witnesses to the same overt act, or on confession in open court.

Article IV

The CeS, whenever two thirds of its members shall deem it necessary, shall propose amendments to this document, which shall be valid when approved by three-fourths of the voting citizenry. The said amendment shall be introduced in the eSingaporean forum. All citizens who care to do so shall vote in the proposal on the eSingaporean forum. Voting shall be closed and the votes counted by the PeS four days after the introduction of the amendment has been made.

Article V

This document, the official policies of eSingapore which shall be made in pursuance thereof, and all interstate agreements made under the authority of eSingapore shall be the supreme law of eSingapore, and all citizens of eSingapore and residents of eSingaporeana (the territory of eSingapore) shall be bound thereby.

Article VI

The approval of 70 per cent of the voting citizenry of eSingapore shall be sufficient for the establishment of this document as the official political charter of eSingapore.

The Opinion of MDL Egon, Made on the 27th Day of the Month of October of the 2,009th year of the Common Era:

Resolved, That the preceding Constitution of eSingapore be laid before the CeS, and that it is the opinion of MDL Egon, that it should afterwards be submitted in the eSingaporean forum to the eSingaporean citizenry at large for their approval.

Resolved, That it is the opinion of MDL Egon, that as soon as four days have elapsed from the introduction of said Constitution, and if 70 per cent of the voting citizenry have approved of it, then this document shall be considered the official foundational charter for eSingapore; and that the PeS shall then immediately nominate three eligible eSingaporean citizens for membership in the SCeS, who shall take office upon confirmation by the CeS as established in Article II of said Constituion; and that the CeS, together with the PeS, should, without delay, proceed to execute said Constitution.

My Template for a Generic Gold-for-Other-Good Trade

The following is for my use only. This is good for exchanging gold for food with someone operating with GBP.

Dear _____,

I would like to exchange 0.05 units of gold for five of your Q1 units of food on the black market. If you would like a contact drawn up, here is my proposal:

"_____ will donate five Q1 food units to MDL Egon. MDL Egon will donate 0.05 units of gold to _____. The terms of this contract must be fulfilled by the commencement of the _____ day of the month of _____ of the 2,009th year of the Common Era.

If this contract is broken by either MDL Egon or by _____, the exchanged goods will be returned to their previous owners, if such an action is possible. This will also occur if either MDL Egon or _____ is permanently banned, if the goods of one of the signatories are impounded, or if either signatory passes on. If either signatory breaks this contract, s/he will be subject to a seven day ban from eRepublik.

If, prior to the conclusion of this contract, either signatory modifies this contract, or if one of the signatures of a signatory is modified, then the exchanged goods will be returned to their previous owners, if such an action is possible. The party which modifies the contract or signature will receive a seven day ban from eRepublik."

Are these terms acceptable?

Sincerely,

MDL Egon
