Background
After 3 weeks after the México-Colombia War ended, Colombia and Portugal declared Natural enemy to Venezuela. For that reason, Mexico declared NE to Portugal in order to defend Venezuela and open a second front to Portugal. Initially, the president of México, Caesar Octavio Nieto sent the NE without asking the Mexican Congress, so the propose was denied, but a BUG in eRepublik make that all NE laws (Portugal to Venezuela, Colombia to Venezuela, Venezuela to Colombia) were delayed 3 days. That BUG made possible that another propose of NE could be voted by the Mexican Congress and approved.
