Preamble
We, the presidents of Bulgaria, Chile, Germany, Indonesia, Ireland, Macedonia and Paraguay, sign this charter to defend the core values of the countries we are democratically elected to represent. We create this alliance to preserve the spirit of cooperation and independent development we have chosen to follow.
Chapter I – Principles
- 1. This alliance aims to balance the world and thus ensure the protection and the well-being of all member states.
- 2. All member states are equal.
- 3. The motto of the alliance is ‘Liberty, Loyalty, Dignity’.
Chapter II – Institutions
- 4. The Secretary General (SG) is responsible for the preservation of the values and principles of this alliance.
- 4.1. The SG chairs the General Summits and proposes the future actions of the alliance in correspondance with the aims set in this charter
- 4.2. The SG runs the alliance organization.
- 4.3. The SG is elected every two months on the General Summit. Candidatures can be submitted up to 2 days before the election.

- 8.5. Continuing or newly elected Secretary General/Supreme Commander/Head of state may propose a military, social or foreign policy, voted by the heads of the member states.
- 8.6. The outgoing SG/PRD/SC are responsible relying any issues unknown to their successor during the Summit before departing.
- 8.7. If a head of state could not be present, they are required to define a substitute and inform the SG up to 24 h before the Summit.
- 8.1. The SG, the SC, the PR Director and the heads of the member states take part in the Summit. Only the heads of states have the right to vote.
Chapter III – Admission and Termination
- 9. Admission of new member states is limited.
- 9.1. A country can become a member state of the alliance if it accepts and follows the alliance’s values and principles.
- 9.2. The applicant country should be subjected to the unanimous approval of all current member states in order to join.
- 9.3. The applicant country should hold a referendum on joining. It should get the approval of at least 66% of the votes in order to join.
