Creates a horizonntal menu
Usage
{{User:555.Back.From.Dead/Sandbox/Test|divisions=1|m#=menu #|m#lX=menu # link X}}
If m# is present, m#l1 is required to be present to;
Setting m#+1 without setting m# results on nothing;
Setting m#lX+1 without setting m#lX also results on nothing;
Parameter "divisions" is opcional, however it will be 6 if not set.
Example: {{EmbargoList|Serbia}} will result in following:
