Current Guidelines

- Citizenship requests should only be approved following a 48 hour discussion and vote in favour. This begins after a report on the applicant is provided to congress or when there's only 48 hours left on the expiry of the application. The report will include anything found from basic checks of the applying profile and a statement from the applicant about reason for applying and if they have eUK contacts/sponsors.

- Congress can debate anything followed by a voting period. The Speaker can monitor this to make sure proposals don't vanish and are voted on. If a debate needs a vote that cannot be via the Country Admin module then that vote should not begin within the first 24hrs of the debate and will last 2 or 3 days (depending on size of debate). This will be communicated at the onset of a vote.

- The duties of the speaker should be undertaken impartially. Additionally, a Congressperson's status as speaker shouldn't be used to promote parties. Speaker elections will be held at any time an election is called by one or more congressmen. Please respect the outcome of votes.


Updated Guidelines

Speaker

A Speaker shall be elected by Congress upon the current one resigning, or an election being called by a Congressman. There will be a 48 hour period where people can candidate, followed by a 48 hour vote (see below).

The Speaker's role is to create and maintain the Congress discussion threads, both in PM and in the feed. This should be done impartially, with the Speaker not using their role to promote parties. The Speaker should also maintain the official HANSARD records, as well as regularly review guidelines to ensure they are working efficiently.

Each month the Speaker will create a PM thread for all Congressmen, where discussions can be held. This is the primary place for a Congressman to make a proposal or call for a Speaker election.

Proposals

Any congressman can make a proposal to Congress, regarding either in-game laws or meta laws. They can do this by posting their proposal in the Congress PM thread, which will trigger an immediate 48 hour discussion period, followed by a 48 hour vote.

These can be reduced at the Speakers discretion for time-sensitive proposals, and the meta vote can also be skipped for the same reason if there is an in-game law. The Speaker must clearly state their reasons, and this can be overriden by 5 Congressmen disagreeing with the reduced timings.


Voting The Speaker shall create a thread in the eUK feed for Congressmen to vote in. Votes posted in the Congress PM should also be accepted, however Congressmen should be encouraged to use the feed post for better transparency.


Citizenship Requests Citizenship requests shall have a 48 hour concurrent discussion and vote, via the eUK feed and Congress PM.
